The Contractor will take down box spans and mast arms, and coordinate Lock Out/Tag Out procedures with M-1 Rail (aka QLINE) to de-energize traction power substations for the streetcar Overhead Contact System (OCS) wires along the Parade route. The traffic signal infrastructure will be stored inside a closure on or near the MDOT right-of-way (ROW). The Contractor must follow behind the parade and restore all signals back to the existing configuration. Transit services - M-1 Rail streetcar, City of Detroit Department of Transportation (DDOT) buses and SMART buses - may continue to operate in the shared-use lane (lane with the embedded rails) during the signal removal work period. The Contractor must work around the operating transit services and active overhead catenary systems. The term of the Contract will be approximately two years, with eight (8) one-year renewal options. This is a Request for Proposal (RFP) for services to remove traffic signals prior to the Thanksgiving Day Parade and re-install the signals after the parade. Services will be performed at various intersections along M-1 (Woodward Ave.) in Detroit. Deadline for bidders to submit questions about this RFP 12:00 p.m. ET August 17, 2023 Bidder questions about this RFP must be emailed to the Solicitation Manager at TholeR@michigan.gov no later than 12:00 pm Eastern Time on August 17, 2023. In the interest of transparency, only written questions are accepted. Answers to questions will be posted on website.
