The Utah Transit Authority (UTA ) is Requesting Proposals (RFP) From Responsive and Responsible Qualified Firms for Mid-valley Connector Construction If you need more information on this event, please contact: Vicki Woodward +1 801-287-3033 vwoodward@rideuta.com Question Submission Close Date:8/30/2023 2:00 PM MDT The Mid-Valley BRT is a 7-mile bus rapid transit project which includes 1.4 miles of exclusive bus lanes and 15 station location (25 individual stations) 3 of which are center stations. The project will include all utility work to install the stations and connect the communications to the UTA hubs. Retaining and post and panel walls are included with this project as is an extension to the North Jordan Canal. This project is part of a project with West Valley City, Taylorsville City, Murray City, Salt Lake Community College, UDOT and UTA as project stakeholders. The contractor selected will be required to comply with all applicable Federal and State laws, regulations and certifications, and equal employment opportunity laws and regulations. UTA, in accordance with Title VI of the Civil Rights Act of 1964, as amended and will not discriminate against any interested firm or person based on race, color, sex, age, or national origin in the review of qualifications or contract award. This project is part of a $103,000,000 project with West Valley City, Taylorsville City, Murray City, Salt Lake Community College, UDOT and UTA as project stakeholders. This BRT project is anticipated to take 18- 24 months to construct. This project should be revenue ready in 2026 The construction of this BRT project is part of a $103 million project. Due to the design being complete quantities will be checked in the field for final payment to ensure that budget is followed. Change orders must be in place (or a DAP) prior to unplanned work. If contractors have VE ideas, UTA will be open to evaluate them. Include any VE ideas in your approach, especially if they affect your cost estimate so the cost and approach are evaluated properly. VE ideas will not be decided upon until after award Deadline to submit Questions and Request October 31, 2023, @ 2:00pm MST Last day for UTA to issue addenda and clarifications Sept 6, 2023 Presentations/Interviews/Problem-Solving Exercises(optional) TBD if needed The scope of work for this project includes: o Relocation of utility and addition of utilities to the station platforms. o Construction of station platforms including all the utilities and the canopies structures. This includes snow melts systems for center stations and all canopy roofs as well as the necessary accessories for the stations. o An extension of the North Jordan Canal. o Construction of an exclusive busway along 4700 South which includes conforming to the Geotech report for the soils in the median. o Construct post and panel walls throughout the project o Traffic control during construction o Upgrading signals to accommodate including adding a TSP system. o Signing and striping o ATMS, Lighting and communications with connections to the UTA hubs o Installation of UTA provided overhead chargers. o Storm drain installation o Re-landscaping disturbed areas o Improvements to the West Valley Station o Improvements to the Murray Station including coordination with Murray City for work within the environmentally sensitive Smelter Site Overlay District (SSOD) o Construct a new bus stop hub at Salt Lake Community College (SLCC). o Removal of the old hub at SLCC o Following all environmental, quality and safety requirements o Constructing the project with the proper Buy America requirements o Assisting UTA with Public Relations as needed to provide property owners and the public understanding of project schedule and impacts to their properties/accesses. o Glass windscreens which can be upgraded to art if the local jurisdictions fund it. This will include working with the artists to ensure the submittal is in the proper format. The scope of work for this project includes all work necessary to operate a BRT project including the installation of stations and exclusive bus lanes. Center stations require relocation of utilities and soil stabilization as well as the extension of the North Jordan Canal. The project includes station utilities, concrete work, post and panel walls, communication runs to connect to UTA facilities, landscaping, demolition of existing facilities, traffic control, and signal work. The project includes working around private residences as well as businesses requiring some public involvement. This project will meet all federal requirements. UTA will provide the overhead chargers, digital signs and cameras. The contractor will be required to install most of the items as outlined in the plans and specifications. The method of Contractor Selection has not been Determined at this time.
