In addition, Webb County shall not, under any circumstances, be bound by or be liable for any obligations with respect to this public solicitation until such time (if at all) a construction contract been awarded and all approvals obtained in form and substance satisfactory to the Webb County have been executed and authorized by the WEBB COUNTY Commissioners Court, and then only to the extent of such fully executed agreements.
