Deadline for questions Tuesday, August 22, 2023 Submitted to Public Purchase by 3 pm The City of Issaquah Department of Public Works is procuring consultant services to provide construction management, construction engineering, and construction inspection services for the SE 43rd Way Pavement Preservation (NHPP2207(004)) and East Lake Sammamish Parkway SE Pavement Preservation (NHPP-1915(010)) projects. These are two separate projects. The project agreements will be for the construction phase of the projects. Project Descriptions East Lake Sammamish Parkway SE Pavement Preservation Project: This project is located along East Lake Sammamish Parkway SE from SE Black Nugget Road to SE 50th Street. The project will do a mill and overlay, curb and gutter repair, and curb ramp upgrades. This project is federally funded (Federal Aid number NHPP-1915(010)). SE 43rd Way Pavement Preservation Project: This project is located along SE 43rd Way from East Lake Sammamish Parkway SE to west of 222nd Pl SE. The project will do a mill and overlay, and pavement repair. This project is federally funded (Federal Aid number NHPP-2207(004)). The projects both have federal funding through WSDOT. The projects are expected to bid in fall of 2023 or Winter 2023/2024 and construct in the Spring of 2024. Some of the work is expected to be done during the night. Scope of Work The Scope of Work outlined below is provided as guidance. Consultants should provide a detailed Scope of Services in their submitted Proposal as necessary to reflect the approach in which they intend to provide the required professional services for the two projects. The anticipated Scope of Work for the selected consultant includes, but is not limited to, the following: o Provide construction management support, project administration, material testing, and inspection to ensure execution of construction activities in accordance with project plans, contract provisions, and WSDOT Local Agency Guidelines for state funded projects. o Facilitate preconstruction conference for the project and weekly meetings with the contractors and subcontractors, City of Issaquah, WSDOT, and utility agencies, and project stakeholders and prepare associated documents including agendas, sign-in sheets, and meeting minutes. o Coordinate with City Project Manager, WSDOT, utility agencies, contractor representatives, project stakeholders, business, and other municipal employees the various needs of the project and issues that may arise during the construction contracts. o Review, monitor, and log contracting documentation for the project, including contractors and subcontractors written contracts and Statements of Intent to Pay Prevailing Wages. o Prepare project files and documentation per WSDOT Local Agency Guidelines o Provide on-site construction inspection, material testing, and all necessary documentation during the anticipated construction period: o Track and maintain files for Inspector Daily Reports, daily quantities of work performed, contractor time and statement of working days, equipment, and materials in accordance with the requirements of the WSDOT Local Agency Guidelines. o Take photographs or videos before, during, and after construction. o Gather and review source documentation for each type of material to be used, Qualified Product Lists, and Requests for Approval of Materials (RAM) submittals. o Provide all material testing required by the project.
