Remove and Replace Roofing - Buildings 1D & 10 Requests for Information (RFIs) / Questions regarding this TOPR shall be submitted in writing in Word format via electronic mail to dawn.graham2@va.gov by no later than Wednesday, August 30, 2023, 2:00 PM Pacific Time of construction for project 654-23-001 is between $1,000,000.00 and $2,000,000.00. 1. Contractor shall the prior to the start of construction to verify existing conditions and identify potential conflicts. 2. Contractor to remove and replace the existing roofs per the provided details and specifications. 3. Construction should be timed to be performed in late spring and summer. 4. Contractor shall coordinate with VA staff to minimize disruptions to normal operations. 5. Contractor shall coordinate staging, access, and crane for both buildings with COR. Building 1D will take additional coordination for staging a crane as it's bound by building 5 to the south, building 4 to the west, and buildings 1 and 12 to the east. The existing Emergency Department entrance shall not be impeded. Scaffolding may be necessary where there is no roof access thru the building. 6. Access to building 10 to be by contractor supplied OSHA compliant ladders and coordinated with COR. 7. All existing ballast, pavers, single ply roof system, insulation, protection board to be removed to substrate and disposed of properly. 8. Contractor to perform lead and asbestos sampling on roofing materials to be demolished to confirm if there are hazardous materials present. 9. Given the age of some of the existing structures it is likely that the contractor will need to perform asbestos abatement, lead paint elimination, PCB removal and other similar remediation efforts will be necessary at some, if not all, of the structures to be demolished as part of this project. 10. Contractor to provide temporary weather protection during inclement weather conditions. 11. Equipment moving to accommodate tear off and re-setting on new roof. 12. Contractor to remove all roof drain covers and provide blow down of drainpipes to ensure no blockages, install new roof drain assembly, and ensure roof slopes to drains. 13. Existing lightning protection conductors located on the building roof and parapet shall be removed. 14. Building 1D:14.1. Existing equipment stands no longer in use, solar array, and solar array equipment enclosure including: all equipment, enclosure, stand conductors, mounting brackets, hardware, and conduit to be removed and disposed of properly. 14.2. Install new flashing where roof system terminates at wall, at curb mounted equipment, at vents through roof, and at raised equipment support. 15. Building 10: 15.1. Remove and property dispose of existing equipment not in use. 15.2. Install new flashing where roof system terminates at wall, at curb mounted equipment, at parapet wall, at vents through roof, at raised equipment support, as necessary at existing exhaust fans, and at base of duct work supports per roof manufacturers system. 15.3. Install high visibility safety demarcation line (nighttime reflective) to establish a 3- foot safety inset line. 16. Install new single ply TPO roof system, new rigid insulation, and use tapered insulation to obtain proper slope per specifications. 17. Work is to be performed during normal work hours Monday - Friday between the hours of 7:30am and 4pm, excluding Federal holidays. After hours work may be required during work phases that generate high levels of noise/vibrations or produce noxious fumes that cannot be contained to the work area. The proposed work shall be performed to cause minimal disruption to staff and patients. 18. Crane lifts shall be performed before or after-hours Monday - Friday or on weekends when buildings are unoccupied. Any after-hours work will be agreed upon with the Contracting Officer's Representative (COR) prior to the work commencing. 19. COR Notification: No contractor is permitted to perform on- contract work without COR knowledge. 20. Work area shall be cleaned prior to leaving the . Any hazards shall be identified, and risk properly mitigated to allow normal access through the corridor during regular hours. 21. Any damage from the work of this project shall be repaired to its former condition at contractor's expense. 22. Contractor is responsible for all permits and fees required by the City of Reno, and or State or local authorities. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
