The Board of Supervisors will consider the proposals and tentatively award at their regularly scheduled meeting on Tuesday, September 12, 2023. The project proposes to replace the existing 48-inch metal culvert with 48"x76" elliptical RCP, 4 - 8' sections equaling 32 linear feet in length, with cast-in-place concrete wingwalls and riprap at the downstream end. Construction also includes base and binder course restoration to the existing surface and 100' of full width wearing course overlay with Superpave Asphalt Mixture Design, new guiderail, and miscellaneous construction as indicated on the construction drawings. The successful bidder will be required to pay the PennBid Program a fee of 1/3% of the contract value award. There is a minimum award fee of $100.00 and a maximum of $5,000.00. Proposals shall be accompanied by a bid security in the amount of ten percent (10%) of the total amount of the proposal. Proposals shall be effective for 90 days from the date of opening. The successful low bidder will be required to provide a 100% performance bond or certified check, a 100% payment bond or certified check, a workman's compensation affidavit and a certificate of insurance naming Upper Hanover Township and LTL Consultants as additional insureds, all within 10 days after the contract is awarded. Proposals must be made upon the forms furnished by Upper Hanover Township. Upper Hanover Township reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof. Upper Hanover Township, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all bidders that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. Liquidated damages apply at a rate of $400.00 per calendar day. Bidder must be PennDOT prequalified as specified in Publication 408, Section 102.01.
