THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M223QNCNS1109 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science - NOAA Kasitsna Bay Laboratory, located at Mile 9 Jakolof Road, Seldovia, AK 99663 has a requirement to replace the existing fire detection system with a comparable, new, non-proprietary, scalable, expandable system and ensure the facility is to current fire code. This RFQ is 100% set aside for small businesses. The associated NAICS code is 238990, All Other Specialty Trade Contractors, with a Size Standard of $19M. Period of Performance - 90 Days after Contract Award The Government will award a firm fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor's quote. Additionally, each Offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided. Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-5687, Revision Number 20, dated July 27, 2023. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 11:00 A.M. Eastern on August 15, 2023. Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The anticipated award date is on or about August 31, 2023. The Government does not accept responsibility for non-receipt of quotes.
