In order to stay in compliance with the regulatory requirements governing the landfill, it is imperative that litter be properly managed at the site. Litter throughout the facility, ditches, along fence lines and on the landfill side slopes must be properly and promptly managed as described below. o A crew of 5 minimum, which would include a working supervisor, for 1 eight-hour day per week at the South Kent Landfill. o The service would be needed for approximately 9 months per year (excludes winter months). o There are an anticipated 3 major cleanup events per year, with one being right after the spring thaw. These major cleanup events are anticipated to be approximately 5 days in a row with a 5- person crew working eight-hour days. o Contractor would be responsible for supervision of employees. o There is a potential that weed whipping, use of leaf blower, brooms, hand pruning or other grounds maintenance activities could be needed, but litter picking is the primary responsibility. Contractor to indicate whether they could provide the equipment required for these services. o Litter to be placed in bags provided by the Department of Public Works. The Crew would assist in loading bags into the Department of Public Works owned equipment for transport to the landfill or contractor may supply trailer to haul bagged trash to the disposal location. o Work along the roadway internal to the landfill property is required. o Work on slopes and uneven terrain is required. o Worker will be exposed to the elements, potential poisonous plants, bees and typical insects found throughout Michigan. o Respondent is to indicate whether they have the ability to work outside the property boundary of the landfill to manage off-site wind-blown litter such as within the US-131 right of way or along South Kent Drive. Coordination with the site supervisor is required prior to each cleanup event. The landfill supervisor will provide guidance of areas to target for each work session. o Workers may use the restroom in the maintenance garage. o Shelter is available at the landfill office in case of emergency. Dimensions, if furnished, are for general reference only and should be verified by Respondent Inquiries Deadline Date & Time (local) 8/17/2023, 2 PM The time required to upload a submission may vary. Respondent assumes all risks associated with electronic submission, including all technological difficulties, and deems the County and its service provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's email. Respondent shall view the link in the confirmation email to determine accuracy prior to due date/time. Submissions that deviate from the Solicitation specifications will only be considered if the deviations are clearly detailed and noted within the submission. In case of a dispute regarding the true intent and meaning of the specifications, the County's interpretation will prevail. When a Solicitation states no alternates, no deviations are permitted. Kent County is not liable for cost incurred prior to award. A submission shall constitute an irrevocable offer for a period of 45 days from the due date/time. In the event the notification of award is not made within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of their submission.
