Total Project Cost: $4,800,000 Qualifications-Based Selection (QBS) refers to a procurement process used by state agencies, institutions of higher education and school districts for the selection of Architect/Engineer (A/E) and A/E services for public construction projects. It is a competitive contract procurement process whereby professional design firms submit qualifications to the public owner who evaluates and selects the most qualified firm, and then negotiates the project scope of work, schedule, budget and fees. For the following Contracting Providers: Architect/Engineer (A/E) Construction Manager as Agent (CMA) Owner Agent (OA) Criteria A/E (C-A/E) Commissioning Agent (CxA) Specialty Consultant and Planning Provider (SC) Submit all questions regarding this RFQ in writing to Julie Endicott at Engineering@dnr.ohio.gov with the project number included in the subject line (no phone calls please). Questions will be answered and posted to the Opportunities page on the OFCC website on a regular basis until one week before the response deadline. The name of the party submitting a question will not be included on the Q&A document. Project Description As part of the Ohio Department of Natural Resources (ODNR) statewide bridge rehabilitation program, ODNR is requesting professional engineering services to provide design and construction administration services for statewide bridge improvement projects. Through this selection process, ODNR intends to select two (2) firms to receive contracts. Firms will be given preference to elect their contracts listed below based upon scoring results. It is the intent of the Contracting Authority to offer the highest scoring firm first choice of the project batch. The Contracting Authority reserves the right to consider other factors in the award of the contract, including site location, workload, firm experience, and capabilities. As scope and associated costs are solidified, projects of similar types, scope, and budget may be added or removed as ODNR initiatives and funding allow. Scope of Services The selected firms shall use ODOT and ODNR inspection reports and conduct site inspections to propose design alternatives and develop a final design to bring the structures to an acceptable general appraisal rating. The selected firms shall also apply for and obtain all necessary regulatory permits, coordinate as needed with SHPO, maintain current estimates of probable construction costs through the design phase, and provide bidding and construction administration services. The selected A/E firms should consider innovative structures or construction techniques for improved constructability and to minimize permitting and environmental impacts. Upon award of the Agreement, the selected firms shall commence by developing the Study and Report. Relevant assessments and inspections reports will be provided only to short listed firms. Additional documentation will not be provided during the initial RFQ phase of the selection process. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, the selected A/E will provide the following categories of services: Study and Report, Preliminary Design, 50% Design, 90% Design, 100% Design (Construction Document Preparation), Bid and Award Support or GMP Proposal and Amendment (as applicable), Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website. If the A/E firm intends to receive points for exceeding the EDGE Participation Goal, it must provide BOTH a completed Commitment to Participate form AND a completed Statement of Intent to Contract and to Perform forms signed by both parties with its Statement of Qualifications.
