The number of "operating hours" for which payment will be made will be the number of hours each truck is actually on the Township roads and engages in snow removal operations. The operating time for each truck will begin as soon as the truck assigned reaches the Township Public Works Building to sign in and heads out to the roads to begin snow removal operations and will end when it leaves the Township roads and signs-out at the Public Works Building. Plug in GPS units for each vehicle will be supplied by the Township and must be connected to each vehicle during the entire operation. The Contractor shall plow all streets in Area for access (center of road) and keep them accessible throughout the event. Subsequently, the roadway must be cleaned to visible pavement from curb to curb. Per agreement with Union, the Contractor shall stop work when the Union Membership is released at end of event. All bidders shall demonstrate to the satisfaction of the Township that they have adequate equipment in good operating condition and experienced, qualified, and licensed personnel to perform the required snow plowing services. The Township may, if they choose, inspect the bidder's equipment to determine the ability to satisfactorily perform. Bidders are subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11 - 1 seq. governing bidding requirements Bidders are required to comply with the requirement of n.J.S.A. 10:5-31 at seq and p.L. 1975 c. 127 (njac 17:27) affirmative action and with the requirements of p.L. 2004 c.57, which requires a copy of the business registration certificate issued by the new jersey treasury department. Bid Bond in the amount of 10% of the total amount bid.
