The Middlesex County Utilities Authority (the "MCUA") is soliciting proposals in response to this Request for Proposals ("RFP") from qualified vendors to provide Engineering Services for Design and Bidding related to a Centralized Storage Facility, as more fully described in the RFP. The MCUA reserves its right to reject all Proposals and determine that it will not award a contract in response to the RFP, in accordance with applicable law. Proposals to this RFP are being solicited through a competitive contracting process in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-4.1 et seq. and in accordance with the procurement standards set forth in 2 CFR 200.318 through 2 CFR 200.327 and the MCUA's Federal Funding Procurement Procedures. The RFP requires Proposers, and as applicable, their subcontractors, to adhere to the requirements of the Business Registration Act (N.J.S.A. 52:32-44); the Equal Employment Opportunity Laws and Regulations, (N.J.S.A. 10:2-1 et seq., N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-3.7 and 3.8), the Americans With Disabilities Act (42 U.S.C. 12101); the New Jersey Local Unit Pay-to-Play Law (N.J.S.A. 19:44A-20.4 et seq.) and the New Jersey Campaign Contributions and Expenditure Reporting Act (N.J.S.A. 19:44A-1 et seq.).
