Located on the grounds of the current minimum security Blackburn Correctional Complex (BCC) north of Lexington, the new Corrections Medical Facility will occupy approximately 35 acres within a separate, self-contained, secured perimeter fence system. The new Corrections Medical Facility project will include two primary buildings - a main facility and a central utility plat building which houses central heating, cooling, electrical and fire suppression infrastructure for the main facility. The main facility will house inmates and includes primary areas: Medical Clinic, Infirmary Units, Mental Health Units, General Population Unit, Facility Support Functions, and Administration. The Medical Clinic includes service spaces for dental, optometry, dialysis, chemotherapy, x-ray, and physical therapy as well as traditional medical exam services. The Infirmary Unit includes isolated wings, centered around a central Infirmary core. The isolated wing design allows for the separation and isolation of inmates identified with contagious conditions to minimize the possible spread throughout the population, as well as by security level or other medical conditions. This unit ranges from regular infirmary beds to acute care beds (negative pressure cells, bariatric cells, and hospice). The Mental Health Units include separate types of mental health classifications including dementia, cognitive behavioral / DBT, transitional, and various CPTU levels: Acute Stabilization Units, Challenges (Serious Mental Illness) Unit, Star (low functioning) Unit, Dementia Unit, and Destructive Behavioral Treatment (DBT) Unit. The General Population Unit will house inmates who will provide support to the facilities' kitchen, laundry, and clinic functions. The Facility Support Functions include a Central Laundry to support the facilities functions, as well as a fullservice Kitchen / Food Service area designed to support the medical dietary needs of the various inmate classifications. Administration areas include central control, intake/transfer/release area, food service/kitchen services, central laundry services, and back-of-house mechanical and loading dock support spaces. In addition to the two primary buildings the project consists of three small outbuildings consisting of Box 1, 2, and 3 and also depicted as Areas Q, R, and S on the drawings This Notice and Advertisement consist of the remaining scope of work to complete the facility and scopes of work are separated into Individual Bid Packages by the CM/GC. The Bid Package descriptions provide the scope of work for each individual package and are included in the Specification Books. The project will not be pursuing LEED Certification The project will be constructed utilizing a "Construction Manager / General Contractor (CM/GC)". The successful Individual Bid Package Contractor will enter into a contract with the CM/GC. D. W. Wilburn, Inc. will serve as the CM/GC for the project. No contractual relationship will be entered into between the successful Individual Bid Package Contractor and the Commonwealth of Kentucky. A previous Notice and Advertisement consisted of Bid Package 1 - BUILDING DEMOLITION & HAZARDOUS MATERIAL ABATEMENT, Bid Package 2 - EARTHWORK, STORM & GAS RELOCATION, Bid Package 3 - ASPHALT, AGGREGATE SURFACES, CURBS & VEHICULAR GUARDRAILS. These three Bid Packages are currently under contract with the CM/GC. Bids shall be submitted on the Official Bid Form supplied by the CM/GC.
