The West Goshen Sewer Authority is requesting Bids for the construction of the following Project Screw Pump Replacement Project Clarification Deadline: 8/23/2023 4:00 PM Engineers estimated contract value is $155,000-$165,000. The Project includes the following Work: Contract No. SP-1: General Construction Contract No. SP-1: This Project generally includes the replacement of three (3) 66-inch, 75 hp influent screw pumps at West Goshen Sewer Authority's Wastewater Treatment Plant, consisting of the upper bearing assemblies, 66-inch diameter screw with two (2) flights, exposed bolt flex half coupling assemblies, and associated work identified in the Contract Documents. The pump motors are not included in the proposed work. Work is contained under a single lump sum contract. Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10% and made payable to or naming as oblige the West Goshen Sewer Authority. All questions about the meaning or intent of the Bidding Documents are to be submitted Electronically in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State anti bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the Act) which requires all public work contractors and subcontractors to utilize the Federal Governments E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the applicable Provisions of Act 422, Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. This Project is partially financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The West Goshen Sewer Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the West Goshen Sewer Authority and to reject any or all proposals. The number of days to achieve Substantial Completion is 230 days from the date stated above for the commencement of the Contract Times, resulting in a date for Substantial Completion of [date, calculated from commencement date above]; and the number of days to achieve readiness for final payment is 30 days after the date of Substantial Completion, resulting in a date for readiness for final payment of [date, calculated from commencement date above] *The value for this project is based on a financial range.
