SHRINE PROJECTS for the following cemeteries: National Memorial Cemetery of the Pacific (NMCP), Honolulu, HI; Willamette National Cemetery, Willamette, WA. Multi-Award Shrine Project: The Department of Veterans Affairs, Nalt Cem Adm. (NCA), anticipates Awarding a Firm Fixed Price (FFP) Contract; In Accordance With FAR Part 14, Sealed Bidding; at Multiple National Cemeteries. These Multi-Award Shrine Projects shall be a Construction Contract, and shall include the Davis-Bacon Wages. These shrine projects shall take place at various locations in the Pacific District (See Cost Schedule and supporting documents for more details). Contractor shall provide labor, material, tools, equipment, and professional supervision required for the respective Shrine Project IAW the SOW, Drawings, Specs and other supporting documents. This is a 100% competitive SetAside for Small Business (SB) In Accordance With (IAW) the FAR 19.502-2. This is the 2nd Solicitation published (36C78623B50192) which was published on 6/16/2023, but the Gov't received 0 bids from SDVOSB contractors. Firms must also have current registration in the System for Award Management (SAM) database at www.Sam.gov and have completed online Representatives and Certifications prior to award. Multiple Awards: Contractor shall submit a Bid for one or multiple projects. Contract Award will be made to the Bidder whose BID conforming to the Invitation, will be most advantageous to the Government, considering only Price and Price-Rated Factors included in the Invitation. NOTE: Contractor SHALL fill in ALL CLINS with a Price or a note of "NO BID" in the CLIN Lines; if the contractor fails to fill out a CLIN Line, its Bid will be considered Non-Responsive. Evaluation of price shall be total cost of base and option CLINs. The Magnitude of Construction for each project shall be listed with each individual CLIN listed in the Price Schedule to represent each project listed in this solicitation (IAW FAR 36.204 Disclosure of the magnitude of construction projects). Each project has it's own individual period of performance. See SOWs for more details. Disclosure of the magnitude of construction projects: Between $2,000,000 and $5,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The amount of the bid guarantee shall be 20 percent of the bid price or $3 million, whichever is less.
