The Anthony Water and Sanitation District (the "Owner" or "District") now invites qualified contractors to submit their sealed bids for the construction of the Project, which is in the City of Anthony, New Mexico, which is approximately 16 miles north of the U.S.-Mexico Border. The Waterline Replacement Project (the "Project") is being partly financed by the North American Development Bank (NADB), through its Border Environmental Infrastructure Fund Program (BEIF); which is funded by the U.S. Environmental Protection Agency (EPA). The Project will also be financed in part by the New Mexico Finance Authority (NMFA). EPA-funded or assisted projects must comply with the Civil Rights Act, Equal Employment Opportunity requirements, and promote Small, Minority, and Women-owned Businesses participation through EPA's Disadvantaged Business Enterprise (DBE) Program. The Project consists of the construction of: Approximately 23,000 Linear feet of 6-inch water distribution line including all valves, fire hydrants, water services, and asphalt replacement. Bidding for contracts to be financed with the proceeds of funds administered by the NADB, is open to firms from any country. All firms submitting proposals (including Subcontractors, Suppliers, and Manufacturers) shall have legal authority to work in the U.S. by the proposal due date and must include proof with their proposal. Period of Performance (PoP): This Project is estimated to last twelve (12) months. The Project shall be complete and fully operational at the end of the PoP. Refer to the Agreement for further information. Minimum Qualification Criteria: to be qualified for the award of a contract, Bidders must satisfy the following minimum criteria: General Contractor (Bidder) must demonstrate experience and successful completion within the past seven (7+) years of similar projects involving this Project's scope of work, including the following: 1. Installation of 6-inch diameter or greater waterline 2. Asphalt Paving 3. Experience and qualifications of assigned key personnel. Bidders must submit documentation with its bid of relevant project experience and qualifications of assigned key personnel, as specified in the Bidder's Qualification Statement, which is supplied in the Bid Booklet. General Contractor (Bidder) must also comply and demonstrate the following: 1. New Mexico Contractors License information as required on the Bid Form. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Anthony Water & Sanitation District reserves the right to accept or reject bids submitted, waive formalities in bidding, and/or accept bid deemed most advantageous to the Owner. Bid Bond: All bids must be accompanied by a bid security/bond 5% of the total proposed construction cost. The bond/surety must be granted by a surety company licensed to issue bonds in New Mexico. Bid Validity: Bid shall remain valid for ninety (90) days after proposal/opening date. Assumptions and conditional bids will not be accepted. Bids sent via facsimile shall not be accepted. Bids shall be sealed and prominently marked as described in the instructions to bidders. Disadvantaged Business Enterprise: All EPA funded or assisted projects performed in the United States, must comply with the "Good Faith Efforts" described in 40 CFR Part 33.301, in particular requirement (b) to "MAKE INFORMATION ON THIS OPPORTUNITY AVAILABLE TO DBEs FOR A MINIMUM OF 30 CALENDAR DAYS BEFORE THE BID OR PROPOSAL CLOSING DATE." Preference Programs: No geographical, demographic, or other type of preference program will be considered in the bid evaluation, except in those cases where applicable Federal statutes expressly mandate or encourage a preference. Questions: All questions should be sent in writing to the District's Purchasing Department and addressed to the attention of Jose E. Terrones, at the email/fax noted below. The last day to submit questions is September 7, 2023. The District will respond in writing to all questions via an addendum and distributed to all bid package holders.
