Construction Management: Provide the Harbor Department support for all phases of JOC construction projects, including developing project plans, reviewing project costs, staffing, and tenant coordination, prepare contract documentation and project status reports, and work to ensure plans and completed work adhere to contract specifications. Construction Management services may be provided on a per-project or per-task order basis. To assist the Harbor Department with various reviews of documents in the Job Order Contracting (JOC) program and advise management staff on: Reasonableness of factors bid for initial JOC awards; Development of scope of work and project development documentation for eligible JOC projects; Individual contractor job order proposal accuracy, appropriate use of catalog and non-catalog items, and that such items are necessary on the work; Cost estimating support for JOC projects; Proposed job order construction schedule for reasonableness and conformance to scope; Pre-qualifying contractors and subcontractors per Department of Industrial Relations (DIR) requirements; As part of prequalification, reviewing required financial statements for contractor's ability to perform contract; Training/professional development of project managers. Periodic reporting to management regarding in-progress and completed JOC projects; and/or Other support services as assigned. The Harbor's Department JOC program is expected to be active and usage may fluctuate widely during the course of the contract. Work orders for individual JOC projects often require short turnaround times, but with thorough review of the above items. Port of Long Beach (POLB) is recognized as one of the world's busiest seaports providing nearly 7,600 acres of wharves, state-of-the-art cargo terminals, roadways, rail yards, and shipping channels. Ongoing job order contracts (JOC) affecting POLB operations, at times will necessitate the need of professional services from consultants specializing in Job Order Contract (JOC) Program Support Services. The combined SBE/VSBE participation goal established for this project is twenty-seven percent (27%), of which a minimum of five percent (5%) must be allocated to VSBEs
