The scope of this RFP is focused on the first phase of a multiphase project. Phase one will consist of site identification activities, programming needs analysis and a preliminary site layout. Once a site has been acquired, phase two will commence, which will consist of a site and facility design. Facility design will occur through a separate solicitation once a site has been secured. The Offeror shall identify a minimum of two (2) and a maximum of four (4) candidate sites which could potentially align with the short- and long-term needs and priorities of the District for a Santa Fe operations facility. The District's current needs for a transit operations center in Santa Fe are minimal, and are limited to staff and transit vehicle parking, light maintenance, and a small building where Operators can clock in, rest between shifts or on layover, and use the restroom. Light maintenance will consist of basic replacement of fleet operating equipment and replenishment of vehicle fluids, fueling, and charging of zero emission transit vehicles. The site must have appropriate site control measures, such as fencing, lighting, and security camera systems, to protect District assets. The selected Offeror should consider the long-term goals of the District, as described in the recommendations of the Long-Range Strategic Plan and the Zero Emissions Transition Plan. It is anticipated that the District will implement significant service expansions for both fixed routes and micro transit over the coming 20-year period. The NCRTD reserves the right to reject any/all responses and waive all formalities The method of Contractor Selection has not been Determined at this time.
