The Complexity Factor for this project is 0. This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. Phase I Engineering services are required for collection of approximately 8,000 field traffic counts in Districts Six, Seven, Eight and Nine. The project will be conducted during the next two traffic count seasons in years 2024 and 2025. This will entail obtaining accurate machine traffic counts using magnetic lane counters, video camera devices, and road tube counters, and submitting the raw traffic data to the department's district project manager for processing. Five different types of machine traffic counts are required: 1. 24-hour volume/classification counts using magnetic lane counters (HiStars) or road tube classifiers 2. 24-hour volume counts using road tube counters 3. 48-hour volume/classification counts using magnetic lane counters (HiStars) or road tube classifiers for certain HPMS segment locations only 4. 24-hour Intersection turning movement counts with volume/classification data from video camera devices (Miovision) 5. 24-hour volume/classification counts on higher volume mainline routes from video camera devices (Miovision) For 2024, we are requesting machine traffic counts at locations on unmarked routes throughout Adams, Mason, Morgan, Schuyler, Coles, and Shelby counties in addition to miscellaneous interstate and HPMS locations in District 9. For 2025, we are requesting machine traffic counts at locations on the State Marked Route system (Interstate Routes, US Routes, IL State Routes) throughout Districts Six, Seven, Eight and Nine. In addition, we are requesting machine traffic counts at locations on unmarked routes in Menard, Montgomery, Scott, Crawford, Macon, and Moultrie counties.
