The Complexity Factor for this project is 0. This project requires 10% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Illinois Department of Transportation (IDOT) is seeking assistance in conducting airport pavement inspections, to update IDOT’s Airport Pavement Management System (APMS), and to produce electronic and hard copy reports for individual airports and for the entire airport system. These updates will be performed annually for a three (3) year period. There are seventy-four (74) paved airports that are maintained in this system, and approximately one third of the airports will be updated in the system each year. Airports will have pavement condition surveys performed over the three-year period (CY 2024, CY 2025, and CY 2026). Consultants should have extensive and varied experience developing and maintaining pavement management systems for airports using the MicroPAVER system. The firm must have an extensive level of expertise and experience with the MicroPAVER system. This experience should include field surveys of airports, experience dealing with air traffic at airports, experience with varied configurations of airport environments, experience writing customized individual and system reports, and experience developing and maintaining MicroPAVER databases. Pavement condition surveys, per the MicroPAVER pavement management method, will be conducted on one third of seventy-four (74) paved, publicly owned airports in Illinois each year. The existing database will be updated with pavement condition data, and hard copy reports will be created for each airport surveyed during the associated year.
