The Complexity Factor for this project is 0. This project requires 11% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. This project includes general and on-call services required to support Illinois transportation planning studies. Transportation planning involves evaluating existing conditions, defining future policies, goals, investments, and designs to prepare for future needs to move people and goods to destinations. It is a collaborative process that incorporates the input of many stakeholders including various government agencies, the public and private businesses. Statewide and Metropolitan Long-Range plans are multi-modal and analyze a wide range of alternatives and impacts on the transportation system to influence beneficial outcomes. They go beyond the single goal of moving vehicular traffic and take into consideration the communities and lands through which streets, roads, and highways pass seeking to improve mobility in a broad sense while limiting negative impacts of an expanded transportation system. Broad transportation system knowledge and the ability to interpret and respond to emerging issues with policy level guidance is critical. This contract may routinely have multiple work orders underway on a broad variety of topics under timely non-negotiable schedules. Project managers from the department and Consultant will coordinate and draft each task order to specify the following: scope of work, study length, staff requirements, task order cost, and final deliverables. The environmental work must be performed using staff that has been presented in your most recently approved Statement of Experience and Financial Condition. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
