Village of Roscommon 2023 Hiawatha Park Improvements The Village of Roscommon is requesting Bids for the construction of Hiawatha Park Improvements. The project includes redevelopment of the Village's existing Hiawatha Park which is located on the north end of the Village on Lake Street along the South Branch of the AuSable River. The project involves the removal of 2 buildings, dredging of the cove (connected to the river) and brush removal to improve a navigable connection to the river. The project also involves construction of a new restroom building with storage and vending machine rooms, a new parking lot, and a patio overlooking the river cove with ADA accessible kayak launch, an observation deck overlooking the river, paved pathways and a gazebo/pavilion. The Village collaborated with the Roscommon Area Recreation Authority and the DDA to purchase this property in 2018. It was a former residence with an adjacent canoe rental business. When the property became available, the community saw it as a great opportunity to expand on the adjacent Wallace Park (on the south side of the river), provide the much needed safe accessible river access to residents and out of town visitors, and provide a place where people can grab a bite to eat from a food truck after kayaking and enjoy the peaceful surroundings of the river from the patio, observation deck, under the pavilion, or various sitting areas on along the pathway. The park will also become a staging area and visitor destination for their annual canoe races. This Project is funded in part through the Michigan Economic Development Corporation, Community Development Block Grant (CDBG) program. Davis- Bacon Federal Wage Rates are required. Award will be contingent on CDBG approval. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bids will be accepted only from Plan Holders of Record. In order to be a Plan Holder of Record Bidding Documents must be obtained from the Issuing Office. Bidding Documents will be emailed in portable document format (PDF) at no charge. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Village of Roscommon reserves the right to accept any bid, reject any or all bids, to waive informalities and make the award in any manner deemed in the best interest of the Village of Roscommon. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
