**As of October 18, 2023, no bids received. No definite date for the rebid.** Contractors are invited to submit their qualifications to complete the work, which consists of demolition, installation of storm drainage facilities, soil erosion control measures, grading, construction of a new track, synthetic turf athletic field, athletic field lighting, partial rehabilitation of existing gymnasium, construction of new field house, walkways and paving, and similar improvements. All statements of qualification must be submitted in the form specified. The Contractor for this project shall meet the following minimum qualifications: NOTE: If the Contractor has multiple office locations please identify which location will be responsible for this project. Responses to Requirements 2 and 3 must be projects completed by the branch office proposed for this project; projects completed by the home or other branch offices will not be accepted. 1. The Contractor shall have been in business for a minimum of five (5) years and shall not have been declared in default on any contract within that time. If the Contractor chooses to joint venture then said joint venture team must have previously completed Three (3) relevant projects together, of similar nature, scope, schedule, and size as indicated in this RFQ. 2. The Contractor shall have completed at least Three (3) projects that meets the following minimum characteristics in the last five years. The minimum characteristics are as follows: Successful completion of the following: -Athletic Fields with Synthetic Turf Surfaces -Track and Field Facilities -LED Athletic Field Lighting -Field Houses with Restrooms and Concessions 3. The Contractor shall demonstrate that their Surety underwriting bonds for the project is included on the current U.S. Treasury listing, shall have an A.M. Best rating of A- or better and shall be licensed to do business in the State of Georgia. This information shall be provided in a letter on the Surety's letterhead in this Qualifications Package, along with a statement that the Surety plans on providing necessary Bid, Performance and Payment Bonding if the Contractor chooses to bid on the project. 4. The Contractor shall have demonstrated capabilities to manage a schedule and complete projects within agreed upon Schedules and of High Quality. Contractor shall utilize Reference Survey Forms/Client Letters as provided to document these capabilities. Requirements of the form include: a. Description of Contractor's experience (Attachment A - AIA Form A305). b. Description of Contractor's special qualifications to do this work (Attachment B). c. Client references from 3 recent similar projects including name, phone number and email (Attachment C). d. Affidavit by Contractor related to ownership, non-collusion, and non-discrimination requirements of the City (Attachment D). e. Letter from the Contractor's Surety demonstrating the requirements of item number 3 above. f. Executed forms indicating Contractor's compliance with E-Verify requirement. Please note, only the Contractor's E-Verify Form is required for prequalification (Attachment E). The documents available for the RFQ phase are preliminary and shall not be used for bidding purposes later. Any use of the documents for any purpose other than becoming generally familiar with the scope of the project is explicitly prohibited. This is not a request for proposals or bids to do the work. All inquiries must be in writing to Hugh Saxon, Capital Projects Manager, at hugh.saxon@decaturga.com. Based on the information received, the City will invite prequalified Contractors to submit a Bid for the Work. Prequalification shall be based on the following criteria: a. Ability to obtain bonding by Surety approved by the City. b. Recent experience on Athletic Fields with Synthetic Turf Surfaces & Track and Field Facilities of similar complexity and cost c. Current resources and personnel sufficient for timely execution of the work. d. Experience free of claims or litigation on other projects that would impact this project or indicate a likelihood of future claims on this project. Contractors that are disqualified shall have three (3) days from notice of disqualification to respond to such disqualification by providing a written response to Hugh Saxon, Capital Projects Manager, City of Decatur, P.O. Box 220, Decatur, Georgia 30031. A reply from Mr. Saxon will then be provided within seven days of receipt of such written response. The selection of Prequalified Bidders will be final, without an appeal beyond the procedure stated above. A Bid Bond will be required as part of the Bid submission. The City reserves the right to reject any or all of the statements of qualification and to waive any informalities in the submission of the statements of qualification. All statements are public records to the extent required by the Georgia Open Records Act. The Contractor will not discriminate against any employee or applicant for employment because of actual or perceived race, color, religion, national origin, ancestry, sex, sexual orientation, gender identity, age, disability, marital status, familial status, or veteran/military status. The Contractor will take affirmative action to ensure that applicants are employed, and that employees are treated during employment, without regard to their actual or perceived race, color, religion, national origin, ancestry, sex, sexual orientation, gender identity, age, disability, marital status, familial status, or veteran/military status. Such action shall include, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship; and participation in recreational and educational activities. The Contractor confirms that it has a non-discrimination policy in place that prohibits discrimination based on actual or perceived race, color, religion, national origin, ancestry, sex, sexual orientation, gender identity, age, disability, marital status, familial status, or veteran/military status.
