Metro, acting by and through the appointed Metropolitan Exposition Recreation Commission (MERC), is inviting bids for Oregon Convention Center Rain Garden Renovation for the Oregon Convention Center (OCC), located at 777 NE Martin Luther King Blvd. Portland, OR 97232 Metro is requesting competitive bids for the Oregon Convention Center (OCC) Rain Garden Renovation. Metro will have a virtual meeting on August 9, 2023, at 9:00 am. to further describe Metros Public Benefit Programs and their requirements to proposers and to answer questions. These programs are described in the Metros Public Benefit Program section of this ITB. All potential bidders are encouraged to attend. This project will address and repair failing waterproofing between the building and the rain garden, parking garage and SW exterior of the venue. The rain garden area will receive a refresh of vegetation and will remove overgrown cedar trees. The goal is to seal the building from water intrusion and maintain the intent and appearance of the Rain Garden for years to come. Please note that in 2003 OCC created an innovative Rain Garden to address and treat storm water onsite. This design was one of the first of its kind in Portland and led to similar installations in the Portland Metro area. The Rain Garden is a living installation and has changed over the years as trees and plant materials have matured or been removed due disease or structural failure. There are two areas of work in and around the Rain Garden area of the Convention Center. 1. Building: a. Repair water intrusion/damage in the area around the perimeter of the building and around the southwest exit doors, located along Lloyd Blvd next to the Rain Garden, which was identified via a Facilities Condition Assessment completed in 2018. b. Extend scuppers to direct water away from building. 2. Landscape: a. Replace Incense Cedar trees along the back wall of the Rain Garden that have been failing due to disease and have outgrown their root base. b. Remove and replace selective plantings within the Rain Garden/Storm Water Basin c. Install a French Drain at the corner of Lloyd Blvd and 1st Avenue. Metro is seeking a qualified contractor to provide all equipment, labor and materials necessary to perform the scope of work as defined in this Invitation to Bid (ITB), including the Drawing Plan Set and Specifications hereto attached as Attachments A and B respectively. Metro intends to award the contract to a single firm. The term of the contract is anticipated to be August 2023 thru June 2024 with substantial completion due May 31, 2024. Qualifications and references shall be supplied with bid. Metro reserves the right to evaluate, approve or reject firms on the basis of their review. For all construction projects over $25,000, all bidders must be appropriately licensed with the Construction Contractors Board or the State Landscape Contractors Board. (ORS 279C.365 (1)(k)). This project will be subject to prevailing wage requirements as established by the Oregon Bureau of Labor and Industries (BOLI). By submitting a bid, all bidders certify that they will pay and comply with minimum prevailing wage requirements of ORS 279C.800-279C.870 as of July 5, 2023. All bids must conform to the ITB format and be complete including the use of any required forms. Metro may accept or reject any or all bids, in whole or in part, or waive irregularities not affecting substantial rights if such action is deemed in the public interest.
