The City of Sandy (City) is soliciting proposals from consulting engineering firms to enter into a Professional Services Agreement (PSA) to provide professional engineering design services for the planned construction of a new 5 MGD finished water pump station, GAC contactors, disinfection system and approximately 11,000 feet of 16-inch, Class 52 ductile iron transmission pipeline to provide a connection between the Portland Water Bureau's Bull Run Filtration Facility and the City of Sandy's distribution system. The City believes that the constructed value of the aforementioned Project will range between $30 and $40 million Expected to be completed by Q3 of 2027. Services sought will span the period of Q3 2023 through Q3 2027. Questions or Requests for Clarification must be sent to Jenny Coker via email to jcoker@ci.sandy.or.us and must be received by 2:00 p.m. (Pacific Time) on August 9th, 2023. The City reserves the right to cancel this Request, reject any and all proposals submitted, seek clarifications of any submitted proposals, and/or waive any minor formalities of this solicitation if the best interest of the City and the public would be served, as determined in the City's sole discretion. Proposers responding to this RFP do so solely at their expense and City is not responsible for any proposer expenses associated with this RFP. Proposers may not withdraw proposals after stated due date and time, unless award of contract is delayed for more than ninety (90) days. The City of in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all proposers that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises, as defined in 49 CFR part 26, will be afforded full opportunity to submit qualification statements in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award. Moreover, the City reserves the ability to utilize Water Infrastructure Finance and Innovation Act (WIFIA) funding and therefore requires proposers to accept the following conditions to be included in the Master Services Agreement *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
