The District of Houston (District) invites proposals, through this negotiated request for proposal (NRFP), for qualified General Contractors to complete the Wastewater Treatment Plant Desludging. The proponent is to include all of the following work that represents a base proposal. . Remove sludge to approximately 20 cm depth in Cell 3 and Cell 1, or until the budget allows. Cell 3 is highest priority. . Preparation of site as necessary to enable dewatering and stockpiling of dewatered sludge openly or in geomembrane tubes. This includes grading and placement of a containment liner as necessary to suit the proposed methodology. . Dewater sludge. . Capture and direct leachate from sludge dewatering back into Cell 1. . Provide power as necessary for required equipment. . Site clean-up. . The wastewater treatment plant must remain in full operation during the desludging process. No bypassing will be permitted. . Complete the work in accordance with the Sludge Extraction, Handling, Processing and Dewatering specification attached to this NRFP or as otherwise negotiated.
