City of Hapeville (Owner) is requesting Bids for the construction of the following Project: Hapeville 2023 LMIG Paving Project Project Number: 230307 Bids for the construction of the Project will be received The Project includes the following Work: The milling, patching, and resurfacing of approximately 2,500 linear feet of asphalt pavement on Campbell Circle and Rose Terrace roads in the City of Hapeville. A pre-bid conference for the Project will not be held Bid security shall be furnished in accordance with the Instructions to Bidders. Bid security shall be submitted with each bid in the amount of 5 percent of the total bid amount. No bid may be withdrawn for a period of 60 calendar days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds either a Georgia State Contractor's License, Georgia State Utility Contractor's License, or qualifications with the Georgia Department of Transportation for similar work, in compliance with Act. O.C.G.A. 43-14 and 43-41. Failure to provide the bidder's license or qualification number on the outside of the sealed proposal will result in rejection of the bid. If the Contract is to be awarded, Owner will award the Contract on the basis of the base bid plus selected alternatives. All required federal, state, and local permits as well as required easements or rights of way for the project have been obtained. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time of 30 calendar days. Owner shall make progress payments on account of the Contract Price on the basis of Contractor's Applications for Payment submitted once per month as provided in the General Conditions. Bidders must make positive efforts to use small and minority owned businesses. Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4. Bidders must comply with the President's Executive Order No. ll246, as amended, prohibiting discrimination in employment regarding race, creed, color, sex or national origin; Title VI of the Civil Rights Acts of l964; the Davis-Bacon Act; the Anti-Kickback Act; and the Contract Work Hours Standards Act.
