The Project includes the following work: The project consists of providing all labor and material for the construction of sanitary sewer, sewage force main, lift station replacements, and roadway restoration. Major work items include construction of approximately 3,900 LF of 8-inch sanitary sewer, 23,100 LF of 8-inch sanitary sewer lining, 400 LF of 4-inch sewage force main, 5 sewage lift station renovations, sewer laterals replacements, asphalt roadway restoration, curb and gutter restoration, and associated work. The project will be divided into two contracts: Contract A - Sanitary Sewer and Lift Station Work Contract B - Sanitary Sewer Lining Work Bids will be received for both Contracts. Bids shall be on a unit price basis as indicated in the Bid Form for each contract. All prospective bidders must be on the plan holders list through Quest CDN for bids to be accepted. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. Bidder is required to deliver the original certified check or bid bond within 72 hours of the bid opening to CBS Squared, Inc., ATTN: Peyton Dibble, 770 Technology Way, Suite 1A, Chippewa Falls, WI 54729. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The City of Cumberland reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 60 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 60 Days after the date and time set for the opening of bids. Bidders Proof of Responsibility must be submitted in accordance with the Instructions to Bidders. Bidders will be required to provide performance and payment bonds of 100 percent of bid amount. This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS). Information on applicable federal requirements is contained in the Project Manual. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, and project specific waivers: TBD.
