The City of Port St. Lucie (the "City) invites qualified architectural and engineering firms to submit Statements of Qualifications to provide continuing architectural and /or landscape architectural services to the City in response to this Request for Proposals. Cost Limitations All Project Agreements under this contract shall meet the following cost limitations in accordance with Section 287.055, F.S.: 1. Professional Services for Study Activity Projects shall not exceed five hundred thousand dollars ($500,000); or 2. Professional Services shall be for construction projects not exceeding 4 million dollars ($4,000,000); or 3. Professional Services for work of a specified nature as outlined in the Continuing Services Agreement. The scope of work to be performed by the selected consultant shall include, but not limited to: o Pre-design services for proposed projects. o Design Services - within the scope of the practice of architecture and/or landscape architecture, provide preliminary design, construction documents (including specifications), cost estimates, and bidding assistance. o Permitting Services - assist with acquiring necessary approvals required by all local, regional, state, and federal jurisdictional agencies. o Plan Review Services - review of submittal documents to ensure conformance with the City's codes, regulations and applicable design standards. o Construction Administration Services - on site observations to enable consultant's certification as required by regulatory agencies and ensure that the facilities are constructed in compliance with approved plans and specifications. Development of punch list or documentation of site deficiencies may be requested as part of this effort. o Consultant may be requested to participate in a meeting, virtual or in person, to discuss technical details of comments. The City staff managing the project would always be participating in the meeting as well. o Consultant may be requested to assist staff in suggesting edits or revisions to City code to more effectively carry out the vision of the City. The successful firms or individuals will be able to demonstrate competency and experience in the design of and/or peer review of landscape plans for commercial, industrial and residential developments. Specifically, the City is seeking the following characteristics in a consultant: o A professional degree in architecture, landscape architecture or urban design o Licensed Architect or Landscape Architect in the State of Florida and at least 5 years of experience in architectural, landscape architect or urban design o Commitment of staff to ensure the ability to complete work in a timely manner o Experience working with municipal clients o Ability to review electronic project files (pdf's) o Strong client recommendations/references The method of Contractor Selection has not been Determined at this time.
