The Project includes the following Work: The Project consists of replacing approximately 22,750 LF of existing water mains and appurtenances throughout the Town of Hermon Water District No. 1 distribution system, improvements to the Water Treatment Plant (WTP) and spring site, construction of a new spring and raw water supply pipe to the Water Treatment Plant, water storage tank site improvements, and demolition of an abandoned water tank. In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Bids will not be accepted from Bidders that have been barred from competing on public works under General Municipal Law 5A-103-b. Purchases made by Town of Hermon are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
