The project includes the removal of a pipe under Pine Avenue with stone headwalls near the intersection with Apple Alley and replacement with the construction of a new precast concrete box culvert and associated roadway reconstruction. The items of work for the contract are identified more specifically in the Bid Form, Contract Specifications and Contract Documents. The Borough reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Each Bid shall be accompanied by a bidder's bond, or certified check or cashier's check, payable to Elizabethville Borough, in the amount of not less than ten percent of the total amount bid and shall be scanned and uploaded with each bid. PA Prevailing wages will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, and related matters. The Successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts.
