The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids (IFB) for dredging of the Federal Navigation Project (FNP) at the Portsmouth Harbor and Piscataqua River in Newington, New Hampshire and Elliot, Maine. This will be an unrestricted invitation for bid (IFB) requiring a hydraulic hopper dredge to perform the dredging work. The NAICS code for this procurement is 237990 with a size standard of $37M. The estimated construction cost is expected to range from $1,000,000 - $5,000,000. This project has a hopper dredge only requirement and consists of maintenance dredging and advance maintenance dredging to remove approximately 40,000 cubic yards (cy) of clean sand and gravel from areas in the authorized, 35 foot deep by 400 foot wide, main-ship channel in the Newington Reach of the Portsmouth Harbor and Piscataqua River FNP. Dredging in the channel will be to a maximum elevation of -40' Mean Lower Low Water (MLLW) and remove approximately 40,000 cubic yards of sand and gravel. The dredged material will be hauled and placed at the previously used in-river placement site, just downstream from the dredging areas. The dredging and dredged material placement work is expected to take 4-6 weeks to complete. The available work window for the dredging and placement of dredged material is from 1 December 2023 to 15 March 2024. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission (which may include definitive responsibility criterion) and the response date will be available on or about August 14, 2023. Neither telephonic, mailed nor fax requests for hard copies will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov). To download the solicitation, offerors must access the Procurement Integrated Enterprise Environment (https://piee.eb.mil/), solicitation module. Amendments, if any, to the solicitation will be made available at the PIEE website. Registrants are responsible for the accuracy of the information on the SAM.gov Registration List.
