The Project, if awarded in its entirety, will deliver at least 3,500 undergraduate student beds to the UCSB main campus. Phase 1 of the Project will be located at the current Facilities Management Site, and Phase 1 project services will include the design and construction of a new residential community housing for up to 3,000 students, along with supporting retail dining and recreational amenities, as well as campus circulation improvements. Phase 2 of the Project, if awarded, will be located on the UCSB main campus as part of an East Campus Infill & Redevelopment effort and will add additional beds within an existing community of UCSB residence halls. Phase 2 project services will include the design and construction of new residential community housing. The projected construction budget for Phases 1 and 2 of the Project is $600M - $750M. The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Campus' primary goal for the Project is to develop a total of at least 3,500 new student beds in facilities that uphold the campus' high standards for design and a quality residential experience. The selected design team will provide architectural services for the programming, design, and construction of student housing and supporting facilities for the FM Site and the expansion of the East Campus residence halls. Redevelopment of the FM Site will be the University's first priority as the campus intends for this new housing to be completed and occupied in Fall 2027. The FM Site project must align as closely as possible to the parameters described in the LRDP to facilitate analysis under the California Environmental Quality Act, and approvals from the UC Board of Regents and the California Coastal Commission. The FM Site project should maximize the number of student beds while aligning with campus design standards. The pre-design programming phase for the FM Site project is expected to be completed by March 2024. This programming phase will be informed by consultation with campus Housing, Dining, and Auxiliary Enterprises ("HDAE"), who will provide clear goals and guidelines for the desired residential development. Initial concept development has identified apartment-style units with multiple double-occupancy bedrooms. Campus has performed extensive site surveys and analysis of the FM Site that will expedite the pre-design phase. Recently completed studies will be shared with the shortlisted consultants, including but not limited to: - Geotechnical and fault studies - Biological assessments - Drainage studies - Archeological resources surveys - Existing utilities - Health risk assessment In addition, campus has evaluated and developed plans for pedestrian, bicycle, and vehicular improvements that would be required to accommodate a residential population of 3,000+ students on the FM Site. These and similar studies for utility services have been completed and will be shared with the shortlisted consultant firms. Planning for the Phase 2 expansion of the East Campus residential halls should begin after the pre-design and programming phase for Phase 1 is complete, and shall be sequenced so construction can begin shortly after the new FM Site facilities are occupied. The Phase 2 East Campus expansion project will be designed to accommodate the remaining balance of at least 3,500 new beds, and should conform closely to the project described in the LRDP. The design team will assist the campus in identifying the best opportunities for increasing residential density, which is expected to include selective demolition, building additions, and new construction. This project may include residence hall-style units, apartment-style units, or some combination thereof. The planned date for occupancy of the FM Site is Fall 2027 and occupancy of the East Campus Infill & Redevelopment is planned for Fall 2029. The projected construction budget for Phase 1 and Phase 2 of the Project is in the range of $600M to $750M. While it is anticipated that funding will be obtained, there is no assurance that funds will be received for the project. Therefore, selected consultant's authorization to proceed with Phase 2 is subject to available funding and is not guaranteed. Selection of the design professional will follow standard University procedures. Following State approval formats, UC project reviews and approvals are required at preliminary plans, working drawings and bid approval phases. Also, project review by the campus's Design Review Committee and Campus Planning Committee are required at completion of the DPP and Schematic Design.
