Luzerne County is seeking proposals from qualified vendors for the design, configuration, and installation of equipment, software and services to provide a turn-key wireless network to the county. The awarded bidder shall be responsible to perform the following scope of work: 2-1-A. Install, configure and test all controller hardware and software while connected to the County Network. An on-premise hosted controller HA pair is required. The HA pair proposed should include a physical controller and virtual controller option (Hyper-V only). The County will select the physical or virtual option upon awarding the bid. 2-1-B. Configure One Hundred (100) Access Points such that they may be able to be plugged into the County Network, be discovered and be operational immediately. County IT personnel will provide all IP address information to vendor that is needed for configuration. 2-1-C. Provide, via management software, one access pane to manage the wireless service at all locations via web/cloud architecture providing near real time insight, troubleshooting tools, and Service Level performance reporting. 2-1-D. An architecture that provides AI/machine learning for root cause identification, anomaly detection, and predictive recommendations is required. 2-1-E. Turn over full control of all equipment installed to the County 60-90 days after County technical staff have verified stability and coverage. 2-1-F. Fully test the wireless network after installation to ensure proper coverage/signal strength at each location and provide details of test results to County technology personnel. 2-1-G. Train County IT staff on the configuration and usage of tools to provision, maintain, troubleshoot, and report on the wireless service for each location. 2-1-H. Provide the County with any associated network diagrams, ports/patch panels used, labelling, or other documentation created or maintained throughout the project, for the purpose of the project. 2-1-I. Cabling will be provided by a subcontractor of the County's choosing. All existing access points will be removed and new access points physically installed by the Cabling vendor. Any new Access Point locations will be cabled and Access Points physically installed by the Cabling vendor. Bid to secure for a base agreement period of one (1) year with a possible one (1) year extension. The attached labels must be affixed to the outside of the mailing envelopes or the RFP will not be accepted. The Post Office does not deliver mail directly to Penn Place. You should allow additional time for your RFP to be forwarded from the Court House to Penn Place. It is the Responders responsibility to get their RFP packets to the Purchasing Office by the time specified. By signing the submitting RFP, each bidder shall be deemed to have consented in writing that the RFP may be awarded and shall remain open up to ninety (90) days of the RFP opening.
