The project Includes replacement of existing intake screen and backflush equipment, new intake plug valve and operator, replacement of raw water pumps, addition of grit removal equipment and building, repair of SCADA system, new Del Pac day tank and replacement of micro sand pumps. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis. The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following: theCity of Jackson, 333 Broadway, Jackson, KY 41339 on Monday through Friday's between the hoursof 9 am - 4pm; and at the office of the Engineer, Nesbitt Engineering, Inc., 227 N. Upper St., Lexington, KY 40507, Monday through Friday between the hours of 9 am- 4 pm. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Biding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidding Documents may be viewed and ordered online by registering with the Issuing Office at website. Following registration, complete sets of Biding Documents may be downloaded from the Issuing Office's website as "zipped" portable document form (PDF) files. Partial sets of the Bidding Documents will not be available from the Issuing Office. All bidders shall submit their bid an acceptable bid bond or certified check in the amount of five percent (5%) of the bid, payable to the Owner. The owner reserves the right to waive any informalities or to reject any or all bids. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. The award of this project will be to the lowest, responsive, responsible bidder. The Bidder awarded the contract shall complete this project within 150 calendar days. Liquidated damages will be assessed at $500.00 per calendar day. This project is funded with funds provided by the Appalachian Regional Commission (ARC). ARC requirements (including American Iron and Steel and Davis Bacon) and provisions must be met by the Bidder and all subcontractors. ARC requires that federal prevailing wage rates be paid to all employees of the Bidder and all employees of any subcontractor. Small and disadvantaged Business Enterprises are encouraged to bid on this project. The City of Jackson is an Equal Opportunity Employer. Bidders must comply with Title VI of the Civil Rights Acts of 1964, and Anti-Kickback Act, and the Contract Work Hours Standard Act. This project will be in compliance with, and bidders must comply with Executive Order No. 11246 (EEO) as amended. The Contractors/subcontractors will comply with 41 CFR 60-4, (affirmative action), to regard to affirmative action, to insure equal opportunity to females and minorities and will apply the time tables and goal set forth in 41 CFR 60-4. Bidders will make positive efforts to use small, minority, women owned and disadvantaged businesses. DBE's are encouraged to bid. Bid award will be made to the lowest, responsive, responsible bidder.
