The aim of this RFP is to contract with an A/E who will agree to be available to provide these services in a timely manner, thereby reducing the Agency's cost and time for advertising and developing numerous RFP's, and generally to increase the Agency's efficiency in obtaining professional services. The Department of Environmental Quality ("DEQ"), agency of the Commonwealth ("Commonwealth"), often needs professional architectural and/or engineering assistance for discrete, small project that include environmental investigations, studies, reports, community outreach, land surveying, design of small projects, and related services. Efforts required of the chosen candidate(s) may include actions that supports Virginia's achievement of the four elements outlined in EPA's 128(a)(2) program that include: timely survey and inventory of brownfield sites in state or tribal land; oversight and enforcement authorities or other mechanisms and resources; mechanisms and resources to provide meaningful opportunities for public participation; and mechanisms for approval of cleanup plans and verification and certification that cleanup is complete. The Offeror shall provide professional services for the project described in Part IV of this RFP consistent with the A/E Manual, as revised and latest directives issued by the Division of Engineering and Building concerning construction and professional services. The purpose and intent of this RFP is to solicit proposals for a Term Contract for such professional architectural and/or professional engineering services to be provided on an "as needed" basis pursuant to Project Orders issued during the contract term. [The contract shall be renewable for a one year term, at the Agency's option, for up to a maximum of FOUR (4) one year term renewals.] SCOPE OF SERVICES: The selected Offeror shall furnish all expertise, labor and resources, in accordance with the requirements of the A/E Manual, to provide complete services necessary for Project Order(s) issued during the Contract Term. The following generally summarizes the types of scopes of services that the Offeror may be required to perform, depending on the individual Project Orders: Efforts required of the chosen candidate(s) may include actions that supports Virginia's achievement of the four elements outlined in EPA's 128(a)(2) program and include at a minimum the following: A. Conduct environmental site assessments (Phase I and Phase II) in accordance with current ASTM standard practice. B. Provide data analysis including risk assessments, recommendations, cost and time estimates, and technical reports as needed. C. Provide services to investigate sites/facilities problems and prepare recommendations for additional assessment or corrective action. D. Represent the Agency by presenting necessary oral and/or graphic presentations to Stakeholders and/or community outreach/engagement events. E. Complete and submit all required forms and documents in formats required by the A/E Manual and process in accord with the Agency's instructions. F. Prepare a cost estimate for proposed projects. G. Prepare feasibility studies for proposed projects. H. Provide other types of professional services of a nature consistent with the intent of the RFP as it relates to Brownfields projects. I. Adhere to all Quality Assurance requirements outlined in grant funding terms and conditions. Any project order for a feasibility study, programming, or bridging documents issued pursuant to the Term Contract shall not include the right to extend the Offeror 's scope of services to include full design and construction period services and shall not be considered as preparation of an RFP for services. The Offeror completing such project order shall not be prohibited from participating in competitive negotiation procurement for such future services.
