The City of Asheville reserves the right to reject any or all Bids and to waive informalities. This Invitation to Bid is for biohazardous waste removal services and cleanup from City-operated parking facilities. Biohazardous waste encountered may be in the form of human and animal waste, including feces, urine, vomit, or blood; drug paraphernalia such as hypodermic needles; and other debris typical of places where unauthorized sleeping, trespassing or loitering may occur. The awarded bidder shall also collect and remove non-biohazardous litter and debris from designated areas.The awarded bidder is to provide all equipment, labor, and material. Services shall be performed in one of two ways: 1. Scheduled services, to be performed seven days per week, between 5:00 a.m. and 7:00 a.m, daily at four City-operated parking garages: a. Biltmore Avenue Garage, 61 South Lexington Avenue b. Harrah's Cherokee Center - Asheville Garage, 68 Rankin Avenue c. Rankin Avenue Garage, 12 Rankin Avenue d. Wall Street Garage, 45 Wall Street; and/or; 2. As-needed services, to be performed at any time at any parking facility operated by the City's Transportation Department, as requested by the City; services must be performed no later than four hours after a request is made. This Invitation to Bid is expected to result in a Contract for one year with the possibility of two additional one year extensions. Businesses or other MWBE certifications. If not already certified with the ABI Office at the City of Asheville, bidders are further invited to become certified with the City of Asheville as an MWBE vendor. Prospective Contractors are notified of a City policy that prohibits contracting with persons or firms who are delinquent in the payment of ad valorem taxes owed to the City of Asheville All bids must be submitted on the FORM provided Deadline to Submit Questions Wednesday, August 16, 2023, 4:00 p.m. Asheville Business Inclusion Policy: The City of Asheville has adopted the Asheville Business Inclusion Policy to encourage women and minority businesses' participation in the public bidding process. The purpose of this outreach effort is to increase the likelihood of availability and utilization of MWBEs in the award of contracts. Bidders are hereby notified that this bid is subject to that Policy's provisions.
