The City of Corona is soliciting competitive proposals from qualified consultants to provide Environmental and Design Engineering Services for 6th Street Beautification and Revitalization Project. The City will only consider electronic proposals that have been transmitted successfully and issued a time stamped confirmation number indicating the proposal was successfully transmitted. Type of Award:Lump Sum Start/Delivery Date:09/27/2023 Online Q&A: Yes Q&A Deadline:08/08/2023 10:00 AM (PDT) Transmission of proposals by any other means will not be accepted. Consultants are solely responsible for informing themselves with respect to proper usage of the bid management system, for ensuring the capability of their computer system to upload the required documents and for the reliability of their internet service. Failure of the consultant to successfully transmit an electronic proposal shall be at the consultants sole risk and no relief will not be given for late or improperly submitted proposals. The services under this RFP are subject to the payment of not less than prevailing wages pursuant to Chapter 1 (beginning at Section 1720 et seq.) of Part 7 of Division 2 of the California Labor Code, as well as Title 8, Section 16000 et seq. of the California Code of Regulations (Prevailing Wage Laws). The Director of the Department of Industrial Relations (DIR) has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Agreement which will be awarded to the successful consultant, copies of which are on file and will be made available to any interested party upon request from the City Pursuant to SB 854, which amended the Prevailing Wage Laws, certain categories of services are subject to compliance monitoring and enforcement by the DIR. Beginning March 1, 2015, with very limited exceptions no consultant or subconsultant may be listed on a proposal for these contracts unless registered with the DIR pursuant to Labor Code section 1725.5. Beginning April 1, 2015, no consultant or subconsultant may be awarded a contract unless registered with the DIR pursuant to Labor Code section 1725.5. The DIR registration number for each consultant and subconsultant must be identified on the consultants proposal - failure to identify this number could result in the proposal being rejected as non-responsive. It is each Consultants responsibility to ensure that they have fully complied with SB 854. The City will report all necessary contracts to the DIR as required by the Prevailing Wage Laws. Funding for this Project is expected to be provided in full or in part pursuant to the American Rescue Plan Act of 2021 (ARPA). The successful Consultant and all subconsultants shall comply with all applicable federal and state laws, rules, and regulations, including but not limited to the ARPA funding requirements and Code of Federal Regulations Title 2, Appendix II to Part 200 - Contract Provisions for Non-Federal Entity Contracts Under Federal Awards, The funding requirements are included in the Section IV. Project Description and Scope of Work, subsection C. Funding and Special Conditions of these RFP Documents and Appendix A. Issuance of this RFP and/or receipt of proposals does not commit City to award a contract. The method of Contractor Selection has not been Determined at this time.
