Currently, Rafferty Dam cannot safely pass the recommended inflow design flood (IDF). The scope of work is to conduct a conceptual evaluation of the flood passage requirements and develop an engineering options analysis for Rafferty Dam to address the project's inability to safely pass the new IDF. The final deliverable will be a conceptual level engineering report with cost estimates for options to safely pass the new IDF. A series of engineering studies, at increasing level of detail and cost estimate accuracy, are required to resolve the long-term dam safety issues. WSA requires the successful respondent to identify conceptual level design alternatives to reduce the risk imposed by Rafferty Dam such that the risks are kept as low as reasonably practicable in accordance with Canadian Dam Association (CDA) Dam Safety Guidelines. WSA may also engage the successful respondent for Preliminary & Detailed Design and Construction Management and Closeout. WSA anticipates that this project will be completed in three (3) phases: Phase 1: Flood Passage Conceptual Design Study and Options Analysis Phase 2: Preliminary & Detailed Design* Phase 3: Construction Management and Closeout* WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan). WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province's water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels. The method of Contractor Selection has not been Determined at this time.
