B527, OT12 & OT13 DLA Security Lighting Installation and B549 Generator Replacement Design Build. Request for Information (RFIs): RFIs must be submitted in writing utilizing the attached RFI form (Attachment K) via email to rebecca.r.dennison.civ@us.navy.mil. An amendment will be issued with the consolidated RFIs answered. No questions will be accepted after 10AM EST on 27 July 2023. Description of Work: DLA Security Lighting at B527 and OT 12 & 13 involves the installation/ replacement of existing light fixtures mounted on B527, installation of strategically placed lighting fixtures in the vicinity of OT 12 & 13, and the installation of a permanent emergency generator at B549. The purpose of the installation is to support efficient fuel farm operations and resiliency through the use of various fixtures in order to improve upon the currently under lit areas on the sites as well as to provide a stable and reliable source of power during an outage. To support this installation, new low voltage lines will be installed at B527, B549, and in certain designated areas around OT 12 & 13. This will involve an above ground and potentially underground installation of conduit and wiring. More loads will be added to the new generator configuration involving the routing of new upgraded wiring and conduit (if necessary) at B549. An automatic transfer switch will be installed in place of the existing manual transfer switch at B549, rewired to support new emergency loads. Concrete work will occur to support the pad mounted installation of the pole light fixtures and generator. Certain landscape site improvements will occur as well, including the planting of grass, removal and replacement of ground material, and soil leveling. Demolition including removal of existing generator, its connections and existing concrete pad will occur. Performance is to take place on DLA property at Naval Submarine Base New London in Groton, CT. The project specifications are in Attachment B and NEPA in Attachment C. AR 36.204(f) Disclosure of Magnitude of Construction: Between $500,000 and $1,000,000. All work shall be completed within 365 calendar days after contract award.
