The City of Millington, Tennessee, is seeking Firms for Disaster Debris Monitoring Assistance to establish a Debris Monitoring contract or contracts. The City of Millington Debris Management Team will open the bids for review and will score the Respondents for consideration. The City of Millington has determined that the City Personnel/Equipment and Mutual Aid Agreements are not sufficient to perform the duties required for Debris Monitoring. This RFP is for Debris Monitoring for FEMA "Category A" only. Information is sought for Debris Monitoring of disaster related debris, of every kind and nature from public rights of way (and/or private property if approved by the State), as further described below and in the attachments. Private Right of Way Access or Right of Entry (ROE) may or may not be part of this project however if the City of Millington, State, or FEMA authorizes the ROE it will become part of this project. The City of Millington will seek Services city-wide. The City of Millington will evaluate the Information and establish a Short List of firms that will be invited for final interviews. Respondent should be aware the City of Millington may elect to utilize multiple companies for Monitoring should the event size require such action. Respondent is cautioned to review this RFP as the Federal Office of Management and Budget has established guidelines per the Office of Management and Budget (OMB) "Super Circular" (2 CFR 200.318 through 326 for non-federal entities) for all Federal Agencies participating in Federal Grants including FEMA. As part of the combinations within the Super Circular, A-102 combines 44 CFR 13.36 with 2 CFR 200.318 to 326. Respondent shall acknowledge their Legal Counsel has reviewed the Office of Management and Budget Super Circular Guidelines in their response.
