The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to implement the I Street Bridge Deck Conversion for Active Transportation Project (Project). Scope of services will include surveying, engineering reports preparation, environmental analysis and permitting, public outreach, utility coordination, right of way activities, plans specifications & estimates (PS&E), design services during construction, and coordination with the Union Pacific Railroad (UPRR) and California Public Utilities Commission (CPUC). More details on the City's needs for this work are provided in the Scope of Work. Qualified consultant firms or teams familiar with the Caltrans Local Assistance Procedures Manual (LAPM) requirements with a history of success in delivering projects with pedestrian separation structures and coordination with Union Pacific Railroad (UPRR) are encouraged to submit proposals. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal (RFP) by the deadline below (Proposal). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Consultant." The Project was awarded funding by the Sacramento Area Council of Governments (SACOG) Regional Program for the final design and right of way phases and the Cycle 6 Active Transportation Program (ATP) for the construction phase. Project funding are comprised of various federal and state funds. As such, the Project is required to comply with the guidelines and procedures of the Caltrans Division of Local Assistance, including additional environmental evaluation and documentation for approval under the National Environmental Policy Act (NEPA). The Project construction is anticipated for Fiscal Year (FY) 2026/2027, with a PS&E and Right of Way certification target date of September 2025. The timing of construction of the I Street Bridge Replacement project and this Project are critical for maintaining circulation within and across both cities, and coordination with the City of Sacramento, Caltrans, and Union Pacific Railroad (UPRR) throughout the Project is essential to the project development process. A Proposer may submit Questions related to this RFP to the City through the City's e-Procurement Portal at or before: Wednesday, August 9, 2023 at 5:00 pm. Question Response Deadline: August 14, 2023, 5:00pm City Council Award: October 18, 2023 Notice to Proceed: October 19, 2023 The goal for DBE participation for this contract is 22%. LAPM Exhibit 10-I, Notice To Proposers DBE Information, is as an Attachment to this RFP. Participation by DBE consultant or subconsultants shall be in accordance with information contained in the Consultant Proposal DBE Commitment (Exhibit 10-O1), or in the Consultant Contract DBE Information (Exhibit 10-O2) attached hereto and incorporated as part of the Contract. If a DBE subconsultant is unable to perform, Consultant must make a good faith effort to replace him/her with another DBE subconsultant, if the goal is not otherwise met. LAPM Exhibit 15-H, Proposer/Contractor Good Faith Efforts is included Attachment to this RFP and is required only if DBE goal is not achieved. It is recommended that proposer prepare and submit a Good Faith Effort irrespective of meeting the DBE goal. The method of Contractor Selection has not been Determined at this time.
