Richland County is requesting bids from qualified contractors to resurface Alpine Road and install a sidewalk from Two Notch Road to Percival Road. Contact Information: Deramus Forrester, forrester.deramus@richlandcountysc.gov Questions Due Date: Aug 14th 2023, 3:00 PM EDT Richland County intends to award a contract to one responsive and responsible bidder. The bidder must be able to perform the services and furnish the goods necessary to meet or exceed all requirements described in this IFB. Bids received from persons or entities that do not meet the solicitation requirements will be deemed non-responsive. The DBE Participation Goal for this project is 12.5%. The project consists of complete site work and traffic control including, but not limited to: Construction of concrete sidewalks, pedestrian ramps, painted crosswalks and utility coordination and necessary utility adjustments along Alpine Road. Also included in this project is the resurfacing on Alpine Road from the intersection with SC 12 (Percival Road) to US 1 (Two Notch Road). Exceptions to the resurfacing limits will be (1 ) between the CSX Railroad R/W near Two Notch Rd, (2) from New Way Rd to Polo Rd near I-20, and (3) from STA 15+39.21 to STA 23+25.37 near Old Percival Roundabout. See Final Construction Plans for project limits and exceptions to the project for resurfacing as well as new sidewalks and new paved shoulders. All quantities for this project are included on Sheet 2 of the Final Construction Plan set Accordingly, the bidder is required to meet the 12.5% DBE Participation Goal at the time of bid opening, complete the DBE Participation Sheet included in this solicitation and accompany it with his Application for Payment each month. Details of the work may be examined by sending an email to procurement@richlandcountysc.gov. The work under this Contract will consist of: A. The project consists of complete site work and traffic control including, but not limited to: Construction of concrete sidewalks, pedestrian ramps, painted crosswalks and utility coordination and necessary utility adjustments along Alpine Road. Also included in this project is the resurfacing on Alpine Road from the intersection with SC 12 (Percival Road) to US 1 (Two Notch Road). An exception to these limits will be from 0.08 miles North of S40-1201 (New Hope Road) to S-40-2919 (Polo Road). See Final Construction Plans for project limits and exceptions to the project. All quantities for this project are included on Sheet 2 of the Final Construction Plan set. B. The Project Documents shall consist of drawings prepared by Mead & Hunt, Inc and all related SCDOT Standard Specifications for Highway Construction (2007 edition). C. Work shall inlude all labor, equipment and materials necessary to construct all of the work in a craftman like manner D. The project shall be Substantially Complete within two hundred and fifty (250) days from receipt of the Notice to Proceed. E. All changes to the bid documents will be addressed through addendum. Each bidder shall fully acquaint himself with conditions relating to the scope and restrictions attending the execution of the work under the conditions of this bid. The failure or omission of a bidder to acquaint himself with existing conditions shall in no way relieve him of any obligation with respect to this bid or to the contract. There will be restrictions of work hours on and around normally observed holidays. All amendments to and interpretations of this solicitation shall be in writing and issued by Richland County Procurement Department. F. Bidders must be legally qualified under the provisions of the South Carolina Contractors Licensing Law. Bids shall remain valid for one hundred and twenty (120) days after opening of bids. Bids must be sealed with name and address of Bidder, Contractors License Number and accompanied by a bid guaranty of 5 percent (5%) of the amount of the bid either in the form of a bid bond from a surety licensed to do business in the State of South Carolina or a certified check made out to Richland County. The successful bidder will be required to furnish a Performance Bond and Payment Bond, each in the amount of 100 percent (100%) of the contract amount, on forms acceptable to the County. G. Richland County reserves the right to reject any and all bids, portions thereof, to waive minor technicalities and informalities, and to award the project to the most responsive and responsible bidder, deemed to be in the Countys best interests.
