St. Charles County is seeking bids for HISTORIC WOOD RESTORATION. The vendor must guarantee the quoted prices for a period of Ninety (90) days. The county reserves the right to terminate the contract for any violation, by the successful bidder, of any term or condition of the contract by giving thirty (30) days written notice stating the reasons therefore and giving the party time to remedy any deficiencies. All bid prices submitted must be guaranteed for ninety (90) days One [1] signed original and one [1] signed copy of the bid must be received in a sealed envelope plainly marked "23-130 Historic Wood Restoration" with the date and time of the bid opening in the lower left corner of the envelope. An authorized representative of the company/person submitting the bid must sign the bid, in blue ink. All questions must be received no later than 2:00 PM on 8/3/2023. Any question received after this deadline may not be answered. Responses to questions/clarifications will be placed on the County's website BONDS: Performance Bond - A 100% Performance and Payment Bond in favor of the Owner. The Security Co. representing Contractor must be authorized to do business in the State of Missouri and be approved by Owner. Performance and Payment bond will be required if project is $50,000.00 or greater. Description of Scope: St Charles County is seeking bids to refinish the original wood floor and restore the original wood trim in a portion of the Historic Courthouse. This work will be in conjunction with other restoration work that is being bid separately, so this work will not commence until all work can be completed at once. The project will be in conjunction with ceiling restoration while the office area will be closed. The contractor awarded the work must be able to meet the timeline of completion, which will occur approximately September 11 through October 13, 2023. The floor refinishing must be the last scope of work to be completed during the project duration to ensure the integrity of the finish. Scope Details: Flooring - The room measures approximately 35' by 19' and is 650 ft2 total floor area. The entire room is original plank flooring with some areas previously patched to match. The flooring should be sanded down, defective areas addressed if found, new stain and lacquer finish applied. The finish type must withstand high traffic. All repaired areas are to match the same wood species and wood grain type that is original to the floor and building. Any wood material must be approved by the County before utilizing for the floor repair. The final stain and varnish will be approved by the County prior to application. Trim, Wainscot & Window Casing - All wood trim is known to be quarter sawn white oak. All new wood used in this project must match the quarter sawn white oak that will be stained for use. The baseboard trim on the exterior walls is likely original and must be restored. If the trim is found to not be original, it must be replaced with quarter sawn white oak trim to match, unless it is determined that the material used is quarter sawn oak. The metal door frames will not be included in this project. The tongue and groove, wainscot shall be stripped to the bare wood, prepared for stain, and stained with a varnish finish. Small imperfections and wear shall remain as this is part of the history. Interior wall trim was likely replaced during the renovation in the 1990's. As such, your price must include replacing this wood with quarter sawn white oak trim to match the original wood trim, unless it is determined that the material used is quarter sawn oak. All trim that is replaced will match the same profile of the existing trim. There are 6 windows in this room that all have painted trim, box and sill that need to be restored to a stained finish. All paint must be removed, and the bare wood prepped for stain and varnish. Small imperfections and wear shall remain as this is part of the history. It has been determined that the original window trim does not extend above the drop ceiling when it was installed during the renovation in the 1990's. The full window box and trim shall be restored to the original design and wood species. An example of the appropriate window box trim and detail is found in the hall near the bathrooms on the 3rd floor. Stain color shall blend to match the installed shelving or the original stain if that can be determined. The final stain and varnish will be approved by the County prior to application.
