It is the intent of Beaufort County to solicit competitive sealed bids from the most responsive, responsible low bidder from a qualified and licensed South Carolina contractor (SCDOT Prequalified Prime Contractor preferred) to provide construction services for the Spanish Moss Trail Port Royal Extension Project also referred to as Ribaut Road Pathway Services The Spanish Moss Trail Port Royal Extension is project deliverable will be a segment of the Spanish Moss Trail, a recreational rail-to-trail path currently traveling 10 miles and with a planned final length of approximately 16 miles. The path's southern terminus is located near Ribaut Road in Port Royal, South Carolina. This project includes the construction of a paved segment crossing Ribaut Road extending north from the southern terminus. The general scope of work and technical requirements are defined in "TECHNICAL SPECIFICATIONS FOR BEAUFORT COUNTY RIBAUT ROAD PATHWAY SERVICES", "SITE DEVELOPMENT PLANS FOR RIBAUT ROAD PATHWAY SERVICES" and the Appendices. This IFB for BEAUFORT COUNTY SPANISH MOSS TRAIL PORT ROYAL EXTENSION is part of the project documents, as it includes project instructions, terms, provisions, and specifications. Beaufort County reserves the right to reject all proposals and to waive minor informalities and irregularities. Contractor shall complete all work within 120 days from Notice to Proceed Bid Security is attached (if required) in the amount of: 5% of Bid if over $30,000.00. All Bids shall be accompanied by a Bid Bond drawn in favor of the Beaufort County Treasurer of Beaufort County, Beaufort, South Carolina, in the amount of at least five percent (5%) of the bid for the complete work: such Bid Bond representing that the Bidder, if awarded a contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the attorney for Beaufort County, South Carolina. Each bond shall be equal one hundred percent (100%) of the contract amount. A copy of the Bid Bond or Certified Check must be electronically sent with your bid documents through Vendor Registry. The original Bid Bond or Certified Check must be received by the Procurement Services Department within 10 days after the bid due date. Failure on the bidder's part to provide a copy of the Bid Bond or Certified Check by the Bid closing date and time will be considered as a nonresponsive bid and rejected by the County. The Bid Bond shall be forfeited to the County Council of Beaufort County, South Carolina as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within fourteen (14) days after being notified that he has been awarded the Contract. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hour Standard Act, and the National Occupational Safety and Health Act of 1970. Bidders must certify that they do not and will not maintain or provide for their employees any facilities, which are segregated on the basis of race, color, creed, or national origin. The Beaufort County Council reserves the right to reject all Bids and waive any formalities. Any claims for cost incurred by any bidders in preparation of any part of, or total package for this project will not be handled for reimbursement by Beaufort County or their representatives.
