PART 1 - GENERAL 1.1 RELATED DOCUMENTS A. Drawings and general provisions of Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section. 1.2 SUMMARY OF WORK A. Project Description: Project name is Kitchen Renovations @ Benjamin Franklin M.S., Thomas Jefferson M.S. and Teaneck H.S. for the Teaneck School District and further identified as Di Cara | Rubino Project No. 4129 on Contract Documents prepared by Di Cara | Rubino Architects B. This Section Includes the Following: 1. Kitchen Renovations at Benjamin Franklin Middle School, Thomas Jefferson Middle School and Teaneck High School INTENT OF THE SPECIFICATIONS 1.3 A. The intent of these specifications is to describe the materials and methods of construction required for the performance of the work. In general, it is intended that the drawings shall delineate the detailed extent of the work. When there is a discrepancy between drawings, referenced specifications, and standards and this specification, this specification shall gover. B. Before preparing and submitting a bid, it is mandatory that each bidder visit the site to determine the extent of the work. Each bidder shall fully inform itself prior to bidding as to existing conditions and limitations under which this work will be performed and shall include in its bid a sum to cover the cost of all items necessary to perform the work as set forth in the Contract Documents. 1. Protect all existing construction. Damage to existing construction or equipment shall be restored to the satisfaction of the Architect at no additional cost to the Owner. 2. The Contractor is advised that the Contract for this work shall be awarded by the Board of Education after receipt of bids if said bids are within budgeted amounts for the project and inaccordance with the Contract Documents. The Contractor shall refer to the Instruction to Bidders for liquidated damages. MILESTONE DATES: 1) Commence Long Lead Item Shop Drawings and Submittals: 14 Days after NTP 2) 3) Start Construction Work: June 26, 2024, Substantial Completion: August 15, 2024 Final Completion, CO and Closeout Documents: 14 days after completion IF THE CONTRACTOR WANTS TO WORK PRIOR TO JUNE 26, 2024 IT SHALL BE DURING SCHOOL BREAK OR "AFTER SCHOOL HOURS" AND SHALL BE NO ADDITIONAL COST TO THE DISTRICT. ALL THIS WORK SHALL BE COORDINATED WITH DISTRICT. Registration Act, (NJSA 34:11-56.48 et seq.) and to possess current certification from the Division of Wage and Hour Compliance in the Department of Labor and Workforce Development at the time the bid is submitted. Bidders and all subcontractors for whom DPMC prequalification is required are also required to submit a Business Registration Certificate issued by the Division of Revenue in the New Jersey Department of Treasury prior to contract award All Bidders are required to submit with the bid, an affidavit by the Bidder that the Bidder is not, at the time of the bid, included on the New Jersey State Treasurer's List or the Federal Government List of Debarred, Suspended or Disqualified Firms or individuals pursuant to N.J.S.A. 52:32-44.1, NJAC 17:19-4 and N.J.A.C. 19:38A-4. Then, prior to contract award, the successful Bidder will be required to submit separate certification that all entities having controlling interest are not on the federal list of debarred contractors All Bidders are required to complete and submit, prior to contract award, a Disclosure of Investment Activities in Iran Form in accordance with N.J.S.A. 52:32-58 and NJ.S.A. 18A:18A- 49.4 Bids must be accompanied by bid security in the form of (1) a bid bond or certified or cashier's check payable to "Teaneck Board of Education" equal to 10% of the amount of the bid, but in no case to exceed $20,000.00 pursuant to N.J.S.A. 18A:18A-24, and (2) Certificate of Consent of Surety pursuant to N.JS.A. 18A 18A-25, obligating the issuing surety company to provide the bidder and its subcontractors, if successful, with a New Jersey Statutory Performance Bond and a New Jersey Statutory Payment Bond each in the full amount of the contract. No bid may be withdrawn for a period of sixty (60) days after the opening date. The Teaneck Board of Education reserves the right to reject any and all bids, and/or to waive any informality in the bidding, or minor immaterial defects in any bid, as permitted by law, if in the best interest of the Board to do so. The Contract will be awarded to the lowest responsive responsible bidder as defined and provided for in the Public School Contracts Law, NJ.S.A 18A:18A-1, et seq.
