Arbor Estates Second Addition will construct the infrastructure for a residential development. The project will construct approximately 2000 linear feet of residential street, curb and gutter, storm sewer, sanitary sewer, sidewalk, multi use trail and other items pertinent to construction. City ofNewton is planning a new housing development located on the southeast comer ofthe intersection at N. 11th Avenue E. and E. 19th Street in Newton, Iowa. This new development will be approximately 69 acres size and will require minor site grading on the order of 3 feet or less. The new development will have new streets, utilities, and detention ponds for stormwater control. Ten borings were conducted within the development area to evaluate soil conditions. The purposes ofthis report are to describe the subsurface conditions encountered in the borings, analyze and evaluate the test data, and provide geotechnical recommendations regarding the design and construction ofthe new residential area. Work on the improvement shall commence upon approval of the contract by the Council and as stated in the Notice to Proceed. All work under the Contract must be substantially complete on or before May 31, 2024. Damages in the amount of $500 per day will be assessed for each day the work remains incomplete. Preference shall be given to domestic construction materials by the contractor, subcontractors, material, workforce, and suppliers in performance of the contract by virtue of statutory authority, further preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. The City of Newton reserves the right to reject any and all bids.
