The Board of Cooperative Educational Services, Rockland County, popularly known as Rockland BOCES, in cooperation with its component school districts (in accordance with Section 104b of Article 5-A of the General Municipal Law), hereby invites the submission of sealed proposals for the following: Construction Manager Rockland BOCES is Not Responsible for Proposals Opened Prior to the Proposal Opening if Proposal Number and Opening Date Do Not Appear on the Outside of the Envelope. Proposals Opened Prior to the Date and Time Indicated Are Invalid. The Proposer Assumes the Risk of Any Delay in the Mail or in the Handling of the Mail by Employees of Rockland BOCES , as Well as Improper Hand Delivery The Rockland County Board of Cooperative Educational Services reserves the right to waive any informalities in the proposals, or to reject all proposals, or to accept any proposal which in the opinion of the Board will be to their best interest. Rockland BOCES, West Nyack, NY is requesting proposals from qualified construction managers to provide professional construction management services. The successful construction management firm will provide services over the period of time it takes to complete a $32,000,000.00 capital project for a new 48,000-50,000 square ft building containing classrooms, two commercial kitchens and a gymnasium, which may include the following: As a NYS BOCES, the process for a capital project is very complex and much different from a typical school district. We need written approval from our eight components to proceed to engage an architectural firm for the entire capital project Therefore, we are looking to have the Construction Management Services performed in two phases. A Pre-Referendum Phase and a Construction Phase. Any award will be both phases to the same firm. The Pre-Referendum Phase, awarded as a lump sum, would be for a 48-50,000 sq ft, with a possible 10% expansion to 55,000 sq. ft, two-story building containing the program and needs for a Gym, Cafeteria, Commercial kitchens, and Classrooms. Estimated Project Budget $30-35M. The CMs Pre-Bond Services may include the: Review of Architectural/Engineering Design Preparation of an independent Pre-Bond Budget Estimate to be reconciled with the Architects Estimate Preliminary Site /Construction Logistics Plan Attendance, as needed, at pre-referendum informational meetings. The proposed timeline forthe project is as follows: Referendum in November 2023 File for SED Permit during 2024/2025 Winter Construction commencement date: Summer 2025 Substantial Completion date or dates: Fall 2027 The scope of the Pre-Referendum Phase leading to the completion of the final pre-referendum scope and a budget has been established. Any proposal submitted in response to this RFP must clearly delineate how your company will manage the projects, meet all of the BOCES goals as communicated herein, and perform all of the services required of the successful Construction Manager, as provided herein. Upon a successful referendum, the second phase of the CMs services will commence, the Construction Phase will commence with the same architectural firm, with Rockland BOCES utilizing DASNY for funding purposes Rockland BOCES, West Nyack, NY is requesting proposals from qualified construction managers to provide professional construction management services. The BOCES reserves the right to discontinue the RFP process at any time, to award all or part of its current or future needs to other companies or to one or more company, to reject any or all proposals, to negotiate changes in the required services to be procured, and to award a contract deems to be in its best interest or as may be allowed by law. Any costs incurred by your company to prepare any response to this RFP, including costs associated with presentations, not be bound by the submission of any proposal, and will not be deemed to have entered into any contract, or be liable for any payments or any other obligations to any person or entity that submits a proposal, until a written agreement has been fully executed between the BOCES and the successful Construction Manager From the issue date until the selection of the successful applicant, all contacts with BOCES personnel concerning the contents of this RFP must be through Jackie Cinquemani, Purchasing Agent. To the extent possible each question should be submitted in writing, citing a particular RFP section, prior to any formal conference with interested applicants. Answers to all questions of a substantive nature will be addressed in writing. Copies of questions and answers will be provided to all participants The BOCES reserves the right to require all applicants, under final consideration, to make oral presentations regarding their RFP The BOCES reserves the right to amend the RFP. If it becomes necessary to revise any part of the RFP, an addendum will be provided to all prospective applicants who received the RFP. It is the responsibility of the applicants to ensure that they have responded to all addendums before submission of the RFP *The value for this project is based on a financial range.
