The Terrebonne Levee and Conservation District (TLCD) in Houma, Louisiana is requestingproposals from qualified contractors for various pieces of equipment, operators, laborers, andmaterial to potentially be used for emergency operations in the 2023 hurricane season. Of allproposals received, up to five (5) contractors shall be awarded a contract. All items shall belisted as a Time and Materials basis. If multiple contractors are awarded, a Standardized RateSheet will be generated from the median all reasonable awarded rates. All awarded Contractorswill have an opportunity to review and comment on the Standardized Rate Sheet prior toContract execution. Daily Equipment rates shall be based on 1 Day = 12 Hours. Regular Timelaborer rates shall be based on 1 Day = 10 Hours and Overtime charged at the Regular Time Ratemultiplied by 1.5. No material mark-up will be authorized for this emergency work. Consumableitems such as fuel, welding operation items, etc. are to be included within the daily rate ofrelevant equipment and are not to be billed separately as Material. This quotation shall include rates for all labor, equipment, etc. for the various items listed on theunit tab sheets of Section B, such as dozers, excavators, loaders, trucking, etc. It is anticipatedthat the chosen contractor(s) shall be given various tasks before and following a major stormevent related to but not limited to the following: restore functionality to critical structures,plugging and breaching levees, debris clearance and grubbing operations, installing various floodprotection measures, damage assessment, etc. The emergency operations are anticipated to beperformed at any of the TLCDs floodgate structures, earthen levees, water control structures,and operation center. Attachment A includes information on each potential operation site. Insurance Requirements: Attachment B reflects the Levee Districts insurance requirements. EEOC & ADA Compliance: The Contracting Party agrees to abide by the requirements of the following as applicable: TitleVI and VII of the Civil Rights Act of 1964, as amended by the Equal Opportunity Act of 1972,Federal Executive Order 11246, the Federal Rehabilitation Act of 1973, as amended, theVietnam Era Veterans Readjustment Assistant Act of 1974, Title IX of the EducationAmendments of 1972. the ContractingParty agrees to abide by the requirements of the American with Disabilities Act of 1990. The Contracting Party shall keep informed of and comply with all federal, State and local laws,ordinances and regulations which affect his employees or prospective employees. Any act ofdiscrimination committed by the Contracting Party, or failure to comply with these statutoryobligations, when applicable, shall be grounds for termination of this contract. Federal Contract Provision Requirement: If awarded, all contracts are to include the following Federal Contract Provisions. The proposer will be evaluated on past experience with similar work performedfor the TLCD prior to, during, and following an emergency event. The evaluationteam will consider the proposers prior performance with similar emergencyservices as stated in the RFP for the TLCD. Corporate Background and Experience (10 Points): o The proposer will be evaluated on past experience with similar projects andpertinent corporate resources. The evaluation team will review the proposersexperience rendering similar services to those stated in the RFP. o The proposer is to provide a list of relevant company experience on operationswith relevance to the services stated in the RFP. Resume, Proposed Project Manager Qualification (15 Points): o The evaluation team will assess the resume of the proposers lead ProjectManager(s) who mainly coordinates operations during an emergency event. Priorproject experience of this Emergency. The cost evaluation will be based upon the rates for the items submitted by theproposer. Should a proposer not have a requested piece of equipment available,the proposer is not to provide a rate and will be set at the median rate by default. As such, the proposers score will be neither positively nor negatively impacted. Each proposed rate will be compared to the median of all proposers. Points willbe awarded based on proximity to the median. Upon request, Contractor shall submit Certificates of Insurance to the TLCD. Failure to meet theTLCDs insurance requirements will result in the submittal being declared nonresponsive. Thecertificates must be received and approved by Terrebonne Levee and Conservation Districtbefore work commences. All quotes shall be valid from the time of submittal to December 1, 2023. Quotations must be submitted on the forms furnished with the proposal documents. Quotations will only be accepted by qualified contractors.
