INTRODUCTION The Kent County Purchasing Division is soliciting proposals for Architectural Services for Wahlfield Park North Development Phase II and Johnson Park Trailhead Projects. It is the intent of the Parks Department to have a package for at least one restroom at Wahlfield Park ready for 2023 bidding with complete construction in 2024. The Johnson Park restroom project also bid in 2023 to be ready for construction in summer of 2024. Additional restroom(s) and shelter(s) will be considered based on available budget. SCOPE Please include any information that you believe pertinent to the project, but not specifically requested in the following scope: The Phase II development of Wahlfield Park North will expand upon the recently completed Phase I entry drive and parking lot to provide restroom facilities and rental shelter, with possible additional parking and driveway expansion (site work for parking and drive not included in this scope of work). Working with Kent County Parks, architect will provide conceptual ideas for restroom facilities and rental shelter based on existing and proposed park use, finalize conceptual plans with preliminary budgets, and provide construction drawings and specifications for bidding based on results of conceptual planning. At Wahlfield Park, Kent County Parks anticipates the need for a rental shelter, and one or two restrooms. The rental shelter may be a custom design or stock prefabricated unit. Restrooms will be single user/family style restroom facilities. One restroom will have a utilitarian service garage for storage of a mower and/or utility cart. At least one restroom will be designed to be utilized in a yearround capacity. All plumbing and electrical service related to the building will be the responsibility of the Architect. Well and septic services will be utilized for the building and coordinated by Kent County Parks with the Kent County Health Department on size and location. Building design should reflect park architecture and relate to its surroundings. The Johnson Park Trailhead project will consist of a new, replacement restroom and new picnic/warming shelter. The restroom will be a new design to replace the existing restroom facility. The restroom will be converted from a men's/women's restroom facility to a single user/family unit facility. The footprint of the building will be approximately the same footprint of the existing restroom, 24'x24', with 4-5 single user restrooms and one utility room. Restroom will connect with existing power, sanitary, and water systems. The proposed shelter will be designed to potentially have use as a warming shelter for winter sledding operations at the Park. The shelter may be a custom design, a prefabricated unit, or a combination. Building design should reflect the park architecture of Johnson Park. All designs/buildings shall minimally comply with the latest American with Disabilities Act (ADA) requirements and latest State of Michigan Building, Plumbing, Electrical, HVAC, and Construction codes. Buildings shall strive to meet Universal Design standards. Architect will coordinate building locations/site layout with Kent County Parks and any site design consultants as needed. Kent County reserves the right to determine the response format or not respond, at its sole discretion. Late, faxed, or emailed submissions will NOT be considered. The purpose of the conference is to provide equal opportunity to seek clarifications regarding this opportunity. Failure to attend the pre-submission conference may result in rejection of non-attendee inquiries. Each Respondent will be given the opportunity to ask questions and is responsible for taking their own meeting notes. One person from the Respondent should be designated to ask questions when prompted by the meeting host for teleconference meetings. All additional attendees should remain muted. Attendees must fully review all solicitation documents and correspondence prior to the conference. Attendee shall be an employee or authorized reseller of the Respondent with requisite knowledge, skills, and abilities to participate. Meeting attendees assume all possible risks including technical issues associated with teleconferencing and deem the County and its service provider harmless and without fault regardless of the reason. Attendees may not screenshot or record any part of the meeting including the audio. Attendees requiring special services are asked to provide their requirements to the Kent County Purchasing Division at least forty-eight (48) hours in advance to allow for accommodations.
