1. Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This acquisition is issued as a Request for Quote (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. 4. For purposes of this acquisition, the associated NAICS code is 811310. The small business size standard is $12.5 million. This action is being solicited as a small business set aside. 5. Specifications/Requirement: See attached SOW document. 7. Maintenance service is required six months from award. Maintenance service shall be performed at 109 Holton Street Winchester MA 01890. 8. The provision at 52.212-1, Instructions to Offerors - Commercial DEVIATION 2018-O0018, applies to this acquisition. The following addenda have been attached to this provision: In addition to the requirements set for the in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong. 9. Evaluation Criteria - FDA will evaluate all quotes received in response to this solicitation by using the lowest- price technically acceptable (LPTA) methodology. Quotes must meet all the salient functional characteristics and requirements of this solicitation in order to be considered technically acceptable. Quotes providing an equivalent solution will not be considered further if the requisite functionality/compatibility explanation is not provided. FDA will issue the award to the Quoter whose proposed solution meets all technical requirements, including the Terms and Conditions identified within the solicitation, and whose overall price is lowest. Quoter's are advised that additional terms and conditions submitted with their quotation that are in conflict of the terms and conditions of this solicitation may be deemed technically unacceptable and may not be considered for award. 10. Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer. 11. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause-NONE. 12.
